  3. Client responsibilities • Prepare a baseline risk assessment for the intended project. • Must provide the designers with a health and safety specification. • Ensure that the designer takes the spec into consideration. • Include the specification in the tender.

  4. Clients responsibilities • Provide the contractors tendering with the specification. • Ensure that the potential contractor has made provision for OHS. • Ensure that the contractor is registered and in good standing for COIDA. • Approve the contractors’health and safety plan.

  5. Clients responsibilities • Audit the contractor/s at least once a month. • Stop contractors from working unsafely. • Ensure that the contractors receive the audit report. • Ensure that the OHS file is kept on site and up to date.

  6. Clients responsibilities • Projects under R40 million, may appoint an agent. • Projects over R40 million, must apply for a construction permit from the DOL. • Projects over R40 million must appoint an agent who is registered with SACPCMP as a PrChSA.

  7. Contractor’s responsibilites • Comply with all the requirements of the Constitution of SA. • Comply with the requirements of the OHS Act of 1993. • Provide a safe and a healthy work environment. • Do a risk assessment of all activities. • Inform employees.

  8. Contractor’s responsibilities • Provide the client with a site-specific safety plan based on the client’s specification. • Open and keep a safety file on site. • Provide sub-contractors with the client specification. • Ensure that contractors have made provision for OHS.

  9. Contractor’s responsibilites • Ensure that sub-contractors are compliant with COIDA. • Appoint contractors in writing. • Do periodic audits at least monthly on the sub-contractor’s documentation. • Stop any contractor from working un-safely.

  10. Contractor’s responsibilities • Ensure co-operation between all contractors on site. • Ensure that all persons have been properly inducted before entering the site. • Ensure that all employees have undergone a medical specific to the work to be performed on site.

  11. Contractor’s management responsibilities • A PC must: • appoint a full-time competent construction manager. • Appoint an alternate if required. • Appoint assistant managers where required based the size of the project.

  12. Contractor’s management responsibilities • Appoint one or more construction supervisors based on the size of the contract. • All contractors must: • Appoint a full time or part time safety officer registered with the SACPCMP. • Appoint supervisors to assist the area supervisor appointed by the PC.

  13. Contractor’s management responsibilities • Risk assessment: • Appoint a competent risk assessor • Do a site-specific risk assessment. • Have a monitoring and review plan. • Address ergonomic risks. • Ensure that all employees are informed regarding all information regarding the risk assessment.

  14. Contractor’s management responsibilities • Appoint a fall protection planner. • Prepare a fall risk assessment. • Prepare a fall protection plan. • Train all employees on site on the fall protection plan.

  15. Contractors responsibilities • Ensure that all scaffold is built in accordance with SANS 10085 • Ensure that all temporary works, both vertical and horizontal are built and managed in accordance with the Regulation (sec 12)

  16. Construction regulations • Comply with the following sub-sections: • Structures • Excavations • Demolitions • Scaffold • Suspended platforms

  17. Construction regulations • Rope access work • Material hoists • Bulk mixing plant • Explosive activated fastening devices • Cranes (DMR) • Construction vehicles and mobile plant

  18. Construction regulations • Electrical installations and machinery on construction sites • Use and storage of flammable liquids on construction sites • Water environment • Housekeeping and general safeguarding on construction sites

  19. Construction regulations • Stacking and storage on construction sites • Construction employees’ facilities • Recommendation is to take time to read the sub-sections that apply to the work on site.
