  3. Document Maintenance & Management(DMM) Workshop • INC had an ex parte on June 21, 2002, with the DFO and other FCC staff members to discuss the challenges of blending dynamic, fluid industry guidelines with the contract constraints under which the PA must operate. • The industry and the PA continue to make process improvements that benefit all parties. Yet if a PAS modification is part of the resolution, it cannot be implemented until the FCC makes a decision on the resulting PA change order. Change orders have been pending with the FCC since February 22, 2002. • Change Order 16 (September 18, 2002) needs immediate action by the FCC. The Telcordia BIRRDS database was upgraded months ago but PAS has not be modified to match. When key industry systems are not in sync, confusion results.

DMM Workshop (continued) • Absent a more expedient, flexible way of managing the PA contract constraints, INC has two undesirable choices: • “Manipulate” the administrative process for issue resolution to get around specific roadblocks in PA contract, and/or • Stop using PAS and revert to paper until change orders are implemented. • INC is concerned that further “manipulation” of its processes may be necessitated by the upcoming NANPA contract, and wonders whether the contract constraints for the PA and NANPA will be the same. • Open dialogue among INC, NANPA, PA, NANC, and FCC contracting officer may be beneficial to address the dynamics between the administration of numbering resources and the necessary bounds of the government procurement process.

Voice over Internet Protocol (VoIP) Workshop • The Workshop convened on 1/9/03 • The Workshop established its Mission and Scope: • MISSION: Address the potential numbering issues arising from the integration of the PSTN and Internet Protocol (IP) networks with respect to Voice over Internet Protocol (VoIP) telephone calls. The focus will be from a numbering perspective only. The same North American Numbering Plan (NANP) numbers are now used as destination addresses for PSTN telephone calls and for calls that traverse both the PSTN and the Internet. • SCOPE: There are multiple arrangements in which the PSTN and IP networks can be interfaced and combined in processing and routing a VoIP call to a NANP number. The impact(s) of these different architectural combinations have on the use, allocation, and assignment of NANP numbers will be investigated and summarized. The various architectural arrangements create different scenarios that will be studied and potential impacts on number assignment and administration guidelines will be described and evaluated. In addition, the impact of applicable regulatory directives will be identified. When policy issues arise they will be forwarded to the appropriate body to be addressed. • Developed a checklist of areas to be addressed

NANP Expansion (NANPE) Workshop • The Workshop completed its work on the D digit report • The report is to be sent to all NANP nation regulators • This report supports FCC 00-429 (NRO 2) ¶106: “We therefore direct carriers to begin identifying and eliminating specialized uses of 0 or 1 as the D digit in anticipation of the eventual expansion of the D digit.”
