Background - BayTAS • What is it? • Bay Tracking & Accounting System • Released January 28, 2011 • Why Developed? • Required by Executive Order 13508, “Strategy for Protecting and Restoring the Chesapeake Bay Watershed” - May 12 2010 • CBF Settlement Agreement “Begin” to use the system by Jan 31, 2011 • What does it Track? • TMDL allocations and reserves • Tracks facility loads • Annual progress and milestones
BayTAS Overview - Tracking • Tracks TMDLs for 92 Segments for: • State, Basin, Segment, Sector and Facility • Includes 5.3.0 and 5.3.2 model version data for delivered and edge of stream • Tracks WLAs for NPDES Point Sources and LAs for Non-Point Sources/Sectors • Stores TMDL Progress and model runs
BayTAS Overview - Tracking • Data tracked for non-significant and significant facilities • Details include allocations, DMR data and whether meeting WLA
BayTAS Overview - Reporting • GIS data viewer for viewing facility and allocation information • Web Services provide data to BayTAS public site on CSTAT • Excel / Word Management Report • Excel Data Extracts • Live Reports for NEIEN submissions
NEIEN BMP Exchange • Trading Partner Agreement (CBPO & Jurisdictions) signed in 2004 and $390K grant. • Goal to exchange BMP Implementation data by Dec 2010. • Best Management Practices (BMPs) are provided by jurisdictions and used as inputs to the suite of Bay Models • Results in nonpoint source loadings for given scenario • Submission reports are published in BayTAS
NEIEN Flow Implementation • Created common exchange of BMP projects for agricultural, stormwater, and urban BMPs. • Leveraged the existing production BayTAS application • User management, admin functions, automated report publication for stakeholders. • Data from the exchange is consumed and processed for input into the Bay Model, using BayTAS/node functions, to determine load reductions and progress
