Urban Design Standards - Introduction • The Commonwealth embraces the goal of providing a better multimodal transportation system • In the Northern Virginia District, VDOT has worked with Fairfax County to develop urban design standards for Tysons, tailored to the unique multimodal needs of the area • More recently, VDOT has joined with the Virginia Department of Rail and Public Transportation (DRPT) to formalize and standardize a process by which urban design standards can be voluntarily adopted by any jurisdiction statewide using a common framework • The statewide initiative came out of DRPT’s efforts to develop Multimodal System Design Guidelines; Fairfax County is serving as pilot for the new process

Urban Design Standards Defined/Benefits • What are they? • Provide transportation design standards that can be used within the urban activity centers and revitalization areas • Based on context-sensitive design that accommodates a multimodal urban environment • Benefits • Provides a common framework to the development community on the urban design elements that can be provided to accommodate multiple modes of transportation within the multimodal districts • Reduces the number of required design waivers, such as intersection spacing Source: DRPT Multimodal Guidelines

Implementation • DRPT Multimodal System Design Guidelines • Allow a common language and set of best practices • Allow VDOT and DRPT to have a more unified approach to Multimodal Planning • Recent legislation allowed localities to work with VDOT and DRPT to adopt new urban roadway standards • 160 localities in Virginia – challenge if each locality develops its own urban standards • The Guidelines were incorporated into Appendix B(2) of the VDOT Road Design Manual in January 2014 • Local jurisdiction may voluntarily undertake process; requires VDOT and DRPT concurrence Source: DRPT Multimodal Guidelines

Implementation - Pilot • Fairfax County is currently piloting these Guidelines • Initial Fairfax County submission (for Springfield Multimodal District/Center) reviewed and comments provided to County staff; updated second submission received/under review • Additional submissions for other Districts/Centers throughout the County (including the Dulles Corridor) anticipated throughout 2014 Source: Fairfax County
