Y-12 Environmental Management System (EMS) Background: • NNSA commitment to “Implement EMS within the ISM System” (“putting the E in ISM”). • ISO 14001 Standard, Environmental Management Systems; Specification with Guidance for Use, is the NNSA model of choice and basis of Y-12 EMS. • Implementation Commitments: • BWXT Y-12 bid commitment • Executive Order 13148 • DOE Notice 450.4, - Contractor Requirements added to BWXT S/RID in July 2001. • DOE Order 450.1, (replaced DOE N 450.4 in BWXT Y-12 S/RID in mid-2003)

Y-12 Environmental Management System (EMS) Background (Cont.): Implementation Schedule: • BWXT Y-12 S/RID Implementation Plan approved by YSO in February 2002 • Multi-year effort • Full implementation by the end of FY 2004 via self declaration • Consistent with Executive Order/DOE Order requirement to implement by December 2005 • Schedule allows FY 2005 to pursue 3rd party certification, if desired

  4. Y-12 EMS Implementation Status Actions Completed: • Y-12 Self Assessment versus ISO 14001 EMS completed November 2001 (Gap Analysis). Results: • Existing ISMS implemented about 60% of ISO 14001 requirements • ES&H Policy updated January 2002. Strengthened commitment to P2. • Senior Management orientation by John Marchetti, NNSA-HQ, April 2002. • Selected subcontractor to facilitate EMS implementation. • Working group established to implement EMS under the direction of the Executive Steering Group (ECG) as management sponsor. • John Powell (ES&H Division) named EMS Coordinator. • EMS Implementation Team charter approved by ESG in January 2003 established a single Complex Wide Team and Multiple Facility/Organization Specific teams

Actions Completed (Continued): • Initiated planning phase using Complex-Wide EMS Planning Team. • Led by EMS Coordinator, facilitated by ISO 14001 certified subcontractor. • Y-12 procedure developed for the identification of environmental aspects and impacts. • Drafted Y-12 Complex-wide environmental aspects and impacts • Facility/operations specific environmental aspects and impacts drafted, for use as starting point for facility/operational teams. • Developed EMS Toolbook for use by Facility/Operational Specific EMS Planning Teams. • Facility/Organizational Specific EMS Planning Teams working for past year. Responsibilities include • Identify facility-specific environmental aspects and impacts. • Review the complex-wide list of environmental aspects and impacts. • Work with the complex-wide team to identify environmental objectives, targets, performance metrics, and management programs that should be applied to relevant functions within the facility.

Actions Completed (Continued): • Drafted list of EMS Records and Documents to be controlled. • Modified ISMS Management Requirements to include EMS language. • Modified General Employee Training (GET) to incorporate EMS concepts. • GET Study Guide and Web based training being updated • EMS awareness training in process for all Complex wide personnel (employees, DOE personnel, contracted personnel, and temporary personnel) to be complete by March 31, 2004. • Identified top 10 significant aspects and drafted objectives/targets/metrics and action plans • Provided routine status updates to Environmental Officers and briefings to Executive Steering Group. Remaining FY 2004 Efforts: • Finalize identification of documents important to EMS. • Finalize document control process for EMS documents. • Finalize Y-12 environmental aspects and impacts data set. • Finalize Objectives, targets, and management plans. • Develop EMS Manual (in process)

FY 2004 Efforts (Continued): • Identify need for additional operating procedures and work instructions. • Develop internal EMS auditing questionnaire/checklist (in process). • Establish training and qualification requirements for EMS auditors • Develop and Implement additional EMS training • Web based EMS Overview for Management Assessment • Classroom training for Independent Assessment • Develop an EMS Assessment Program consistent with ISO-14001 requirements and incorporate into Y-12 Independent Assessment and Management Assessment Programs (in process) • Utilize Annual Site Environmental Report as key tool for public communication of significant aspects/impacts. • Complete ISO 14001 readiness assessment to insure all planned implementation activities have been completed. • Self-declaration of ISO 14001 implementation by September 30, 2004 (meets established commitments).

Y-12 EMS Implementation Summary • BWXT Y-12 S/RID commitment to implement an ISO 14001 equivalent EMS by September 30, 2004. • Significant work and process has been underway toward this objective since late 2001. • Initial gap analysis completed • Key procedure established • Site-wide and facility-specific implementation teams working • Top environmental aspects and impacts identified • February 2003 OA-50 Assessment identified effort to date as a “strength” • Focus for FY 2004 will be in finalizing • associated performance objectives, targets/metrics and action plans. • EMS documentation • EMS assessment program • On schedule for self-declaration of ISO 14001 implementation by September 30, 2004, meeting established commitments.
