NON FORMAL SECTOR- AS PRIORITY SECTOR FOR SKILL DEVELOPMENT IN BIHAR - • Expansion of capacity for imparting VET in Non- Formal Sector is • much faster and cheaper , than doing the same in Formal Sector • through expansion of Network of ITI’s/ITC’s. • It is urgent to expand capacity for imparting VET in Non Formal Sector • in order to utilize demographic dividend presently available to Bihar – • which may be other wise lost due to delays inherent in Formal sector. • Non Formal Sector for providing VET at present is unregulated & • devoid of govt. intervention. Issues relating to quality & • standardization can be addressed by Govt. intervention in this sector. • BBOSE, readily available instrument of Policy intervention in non • formal sector of VET, for Upscaling & Expanding skill base of Bihar’s • Work Force. VET through BBOSE for Strengthening of Skill Development in Bihar VET- A major thrust area of BBOSE with potential • To reach out to diverse populations covering different age groups, especially those in unorganized sector • To cover a wide spectrum of skills, vocations which are demand driven & have present / future employability • To develop self-learning content and workshop facilities for skill development/Training for all levels of schooling right (Class V up to Class XII -Pre degree levels) • To conduct examination and certification that is recognized for employability • To serve as GoB’s instrument for convergence of school education with skill development efforts For making relevant & sustainable effort for skill development in Bihar. Demand for Work Force with VET – On the basis of Comparison with Similarly Placed States • If Bihar wants to catch up with Chhattisgarh/Orissa i.e. achieve target of 10%, then the no. of persons who will have to be given VET training will increase from 4.5 lakhs to 46.6 lakh in 2025. BIHAR • Division in between Formal & Non Formal Sector of VET here is on the basis of 30:70, as used by IIPA Study – as it is easier to upscale capacity in Non Formal Sector. • It further highlights the need for BBOSE to play a pro – active role in meeting this demand. Setting up of Training networks - Prescribing standards for equipments/tools/ technology/ process and products to be used in each skill set.- Determination of Quality norms for physical infrastructure and standard practices for pedagogy of each skill sector. -Setting of standard model facilities for training centres. (NSDC/SSC/Parteners of NSDC) • Enrollment of Learners – advocacy –Area specific, demand driven skill sets to be publicised – getting learners enrolled – Incentives for marginalized groups – Opportunities for ensuring seamless entry/exit from VET stream with horizontal and vertical mobility. –Neighborhood training centers to avoid dislocation of learner from their existing livelihood stations. ROAD MAP • Joint action group – BBOSE + NSDC - within a month • Skill Gap Survey – region wise – for selected skill sectors–3 months • Sector Skill Councils –curriculum frame work, content development, course duration, eligibility conditions,in ready to be operationalised sectors namely Automobile, IT, Security Services – 3 months. • Empanelment of Trainers/ master trainers region wise in the areas of skill demand – as per need – delivery plan by NSDC/ NSDC partner. • Setting up of Study/Training Centers for each selected skill – area wise – model study/ training centers – by NSDC/ SSC and its partners. Setting up of Network of study centres –it’s own study centre –their inspection and accreditation as per need and action plan - by BBOSE. • Implementation and Monitoring of field level Learning/ Training Transactions, -It’s supervision by BBOSE/ SSC and third party assessment with social audit periodically as per delivery plan. • Capacity Building, Training and Assessment of co-coordinators of the accredited centers of BBOSE, trainers/ master trainers-imparting training for life skills/ soft skills for trainees and master trainers / trainees- jointly by BBOSE and SSC. • Joint certification – development of question bank with design, blue print, model questions, Tutor Marked Assignments(TMA) certification at the time of competition of training. • Employment/Self-Employment as per NSDC norms -for 70% after completion of training- by stakeholders in SSCs; and 30% by initiative of Govt. of Bihar.
