History “Bringing You the Best in Information, Entertainment, and Sports” Under the Department of Mass Communications, preparations for JSU obtaining a FCC licensed TV Station began in the 1970’s and continued through the 1980s and 1990s. A FCC Low Power license was granted in 1993 to Jackson State University. Through state legislative appropriations, and equipment contributions by WLBT and ETV, TV23 debuted in October, 1994, broadcasting for one hour. Subsequently, TV23 was able to extend its broadcast day dramatically to 16 hours. Student training began immediately with the production of news. TV23 began training students from several JSU departments including Mass Communications, Political Science, Biology and Criminal Justice. Upon graduation, students were hired before completing their junior year. In an effort to ensure continued growth and success by eliminating massive bureaucracy processes, TV23 was moved from under the Department of Mass Communications in 1996 to the Office of the Executive Vice President. In 1999 TV23 began broadcasting its programming on Time Warner Cable, a 3 million dollar in-kind contribution. TV23’s potential viewership catapulted from 29,000 to 90,000+ households serving the Jackson Mississippi Metropolitan area. TV23 became an affiliate with the Major Broadcast Cable Network in 2001 and maintains a 24/7 broadcast schedule. The staff has grown since 1994 from one employee to seven. TV23’s most recent successes include state legislative appropriations of 1 million dollars for fiscal 2003-2004 and additional funds of 1 million dollars for fiscal year 2004-2005. These dollars will be used for relocation to a 27 million dollar facility and the purchase of equipment. “Bringing You the Best in Information Entertainment and Sports”
