Costa Rican Antecedents • Document “Bipartite Social Dialogue” presented to the President of the Republic in 2002 and sent to the Superior Labour Council. • Creation of tripartite special commission and opened to other labour sectors in coordination with the MLSS. • Drafting and presentation of the document “National Employment Policy for Costa Rica.” Accompanied by the ILO and the State of the Nation Programme in 2004.
Regional Antecedents • Santo Domingo Agreement to Adopt a Tripartite Sub-regional Labour Agenda: • Employment Policies as one of the central topics. • Progress in the definition of Employment Policies in Central America and the Dominican Republic. • XX Meeting of Ministers of Labour of Central America and the Dominican Republic -- March 2 and 3 in San José, CR. • Express commitment to organize and develop the process of elaborating a sub-regional employment policy.
Regional Diagnostic Technical documents drafted by consultants from the ILO Sub-regional Office to serve as a basis for the construction of proposals: • Economic policies in the Central American countries and the Dominican Republic and their effect on employment. Policy challenges and proposals. • Labour markets and decent work in Central America and the Dominican Republic. Situation, challenges and policies.
Regional Diagnosis • Policies to promote micro-, small and medium-sized enterprises in Central America and the Dominican Republic. • Employment situation and proposals to achieve quality employment in agriculture other rural activities. • Challenges and policies to foment employment and decent work in Central America and the Dominican Republic.
Objectives of the Forum • Place the creation of quality jobs at the centre of economic policy. • Promote Tripartite Social Dialogue. • Present the conclusions and recommendations to the SICA Presidential Summit in Tegucigalpa.
Tripartite Declaration for the Promotion of Employment and Decent Work in Central America and the Dominican Republic • Promote the objective of the creation of quality jobs as a basic component of macro-economic policy. • Promote professional and management training as an instrument for the generation of employment. • Promotion, via SICA, of high-priority infrastructure projects that make productivity and competitiveness of diverse economic segments possible.
Tripartite Declaration for the Promotion of Employment and Decent Work in Central America and the Dominican Republic • Agreement with the appropriate governmental authorities for a real increase in the ordinary and capital budgets of the Ministries of Labour in order to successfully confront current challenges. • Foster greater public sector investment in education and training.
Tripartite Declaration for the Promotion of Employment and Decent Work in Central America and the Dominican Republic • Strengthening of the services and employment programmes with resources that permit the provision of market studies and information on the labour market. • Reiteration of the importance of trade as a factor in socio-economic growth. • Implementation of public policies to guarantee adequate development of the most vulnerable sectors such as the handicapped, young people and indigenous groups, as well as least-developed zones.
Tripartite Declaration for the Promotion of Employment and Decent Work in Central America and the Dominican Republic • Publication of standards and principles in matters of health and occupational safety. • Special consideration for the initiatives in the fight against HIV-AIDS. • Extension of Social Security coverage. • Promote MISMEs. • Promotion of policies of employment and fair salary.
Tripartite Declaration for the Promotion of Employment and Decent Work in Central America and the Dominican Republic • Recognition of gender equity as a transverse component of the definition of policies and actions in questions of employment. • Constitution of a tripartite sub-regional dialogue and consultation, sponsored by our Ministries of Labour, as soon as possible.
Action Plan • Strengthening, along with productive and labour sectors, of instances of tripartite dialogue in each country and their establishment at the sub-regional level in order to provide follow-up to the action plan in each country. • Implementation of the Action Plan when it has financial and technical support. • Action Plan Context of the Sub-regional Program of Decent Work of Central America and the Dominican Republic.
