Program Management e-Toolkit (PMeT)Evolutionary Development Plan Baseline for PMeT Kickoff 30 April 2009
Goals of this discussion • Establish baseline • Get consensus on development plan • Sound out simple PLTs that are high-feasibility • Discuss future complex PLT development • Identify content owners
FY09 PMeTGoals • Web-enable Program Managers Toolkit v15 • Make Toolkit online, searchable (?), and indexed (?) • Rechunk Toolkit logically (vs. paper page constraints) • Link PMeT pages to DAU resources • ACQuipedia, IFC, DAG • Training materials (Instructor Led and e-learning)
FY09 PMeTGoals • (continued) • Build ASPX front-end gateway for PMeT(Pending decision) • Track site traffic for ROI/Usability • Regulate searchable pages w/ Google tools • Develop, Test and Launch PMeT by end of FY ’09 • Convert text to XML Make links Add PLTs • Test functionality Usability test Launch
FY09 Performance Task/Target • Performance Task • Web enable existing PM Toolkit • Enrich with performance learning tools (PLTs) • Make available to the DoD Acquisition worker • Performance Target • Develop, test, and launch web-enabled PM e-Toolkit with hyperlinked content by 30 September 2009. • Build and test complex Performance Learning Tools and training, make support plan, and deploy system by 30 September 2010.
Development Plan Overview • AS IS: • Perfect-bound, three-hole drilled, 5.5"x8.5" DayRunner-sized hard copy • OR • PDF of same • TO BE: • Simple ASPX front end • Guides users into site • Allows metrics collection (ROI, usability) • Data housed on ACC • Share resources across communities • User-friendly setup/discussions in Ecco • MOSS 2007 or ASPX PLTs • Simple ones in ASPX • Web parts in MOSS 2007 Toolkit pages
Development Plan Phase I • Requirements • Web-enable PM Toolkit • Enrich with links to DAU resources • Add performance support tools • Strategy • Convert PDF to XML for ACC import • Link content to existing DAU resources • Identify and develop quick-return PLTs • Identify/prioritize complex PLTs for Phase II • Test usability/functionality, fix, deploy
Development Plan Phase I • Task Considerations • Process delayed by Toolkit v15 release • Only simple PLTs are built this phase • End state for Phase I (30 Sept 2009) • Alpha version (24 July 2009) • v1.0 (30 Sept 2009) • Ready for Phase II
Development Plan Phase I • Proposed end state at Alpha test • Front-end gateway with metrics tools • Web-enabled Toolkit pages linked to DAU resources • ≤12 Simple Performance Learning Tools • Feedback on overall design • Proposed end state at v1.0 deployment • Tested, fixed, & deployed
Development Plan Phase II • Requirements • Build & test complex PLTs • Develop sustainment plan & tour/tutorial • Strategy • Prioritize complex PLTs • Build & test PLTs (Flash/MOSS 2007) • Make fixes, deploy • End State • Deployed eToolkit enriched with links • Simple and complex PLTs
Opportunities - Ownership • Ownership decisions • Should subject-matter experts (SMEs) manage content? • Content managers can make simple changes (URLs, resources, text) • Substantive additions go through area editors & Brian Bohr Potential content management resources Dave Ahern – OUSD(AT&L)(PM) Bill Bahnmaier – DAU Retired Kristen Baldwin – OUSD(AT&L)(SE) Brad Brown – LCIC (PM CD) Chuck Cochran – DAU Retired Bob Daugherty – DAU N/EC (Dean) Joe Chang – DSMC/SPM Dave Fitch – DAU President’s Office (Leadership COE) John Hickok – eLTC (KM Director) Larry Leggett – LCIC (ACQ PLD) Mark Lumb – DAU South (PM Chair) Paul McMahon – DAU President’s Office Jesse Stewart - DSMC/SPM Rob Tremain – DAU West Daryl Vanhutten – DSMC/SPM (401 CM) Roy Wood – DSMC/SPM (Dean) Others?
Opportunities – PLT incorporation • Ways to incorporate Performance Learning Tools • Enrich Toolkit pages with links/tools (simple) • Identify pre-existing non-Toolkit PLTs • Build/Refine brand-new PLTs (complex)
Opportunities – PLT selection • Potential Toolkit-based PLTs • Acquisition Strategy Considerations • Defense Acquisition Board Timeline Milestones B, C, and FRPDR • Milestone Decision Information • Information For Milestone/Decision Reviews • S&T Linkage to Defense Acquisition Process • Joint Capabilities Technology Demonstration (JCTD) • Acquisition Program vs. ATD and JCTD • Planning, Programming, Budgeting, and Execution (PPBE) • Life Cycle Cost Composition • Cost Estimating • Performance Measurement • Contracting—Components of Contract Price • Types of Contracts • Contract Type Features • Pre-Solicitation Process • Post-Solicitation Process • Contractor Financing and Payments Direct and Indirect Costs • Assigning Indirect Costs • Life Cycle Logistics • Principal Life Cycle Logistics (Goals/Objectives) • System Operational Effectiveness (SOE) • Support Element Definitions • Life Cycle Logistics Linkage To Defense Acquisition Process • Performance-Based Logistics (PBL) • Post-Production Support Decision Process • Operational Availability • Life Cycle Sustainment Metrics • Life Cycle Sustainment Outcome Enablers • EVM/EAC (Gold Card) • Potential related PLTs • Staffing Calculator • Scheduling templates • Logistics tools (RAM) • Templates for SEP, CDD, ICD, CPD, etc. • Growth curve calculator • POPS • Contracting Folder System • DoD Pricing guides • TRIMS
