Success • Eventually, people could share the opinion in the Zemstva • Fought for civil liberties • Became a strong force against the monarchy
Failures • At first, favored nobility • Its power was limited • No proper funding from the government • ’independence of the Zemstvo institutions was seen as a great danger, and that the government was afraid to permit the proper development of these institutions" Lenin 1901
Overall Judgment At first, not very successful, did not have a lot of power Later, gained the support of the masses, and had more influence
