Basic project parameters • Full title: „Professional driving - more than just driving!: Qualification requirements and vocational training for professional drivers in Europe“ • Acronym: ProfDRV (website: www.project-profdrv.eu) • Duration: October 2010 – March 2013 (30 months) • Partners: 16 from 11 countries (11 working, 5 associated) • Funded by the EC Lifelong Learning Programme, (Leonardo da Vinci/ LdV, Development of Innovation project/ DoI)

Foundation of the project European Qualifications Framework (EQF) . • Serves as a translation device to compare different qualifications in Europe • Implemented through EC DG Education & Culture • Benchmarks:2008 - Recommendation from Parliament and Council on EQF 2010 - Member states relate qualifications systems to EQF2012 – All new issued certificates contain EQF reference Directive 2003/59/EC • Regulates basic and continuous (vocational) training for professional drivers in Europe • Implemented through EC DG Mobility & Transport • Benchmarks:2003 - Directive published2006 - Transposition into national law2008/09 – Professional drivers must be trained2013/14 - First round of periodic training to be completed

Point of departure Low level of qualification • so far, obligatory training only in a few EU member states • many drivers only worked based on their driving license and without to be trained for this occupation • missing “learning” culture within the profession Strongly changing qualification requirements • constantly changing qualification requirements due to changes in_technical standards _market requirements_work organisation and environment_etc. Shortage of qualified drivers • qualificiation gap • difficulty to attract young people for the job and to keep the experienced drivers • negative image of the occupation Varying implementation of directive • implementation of directive varies strongly from country to country • no common basic qualification level of professional drivers in Europe

Guiding questions • How are professional drivers trained in Europe?; How is directive 2003/59/EC implemented in the different countries?; How do the different training opportunities answer the need for qualified professional drivers? • What are - based on the tasks they actually perform - the qualification requirements on professional drivers in order to perform competently in their job? • Based on directive 2003/59/EC – what requirements need to be fulfilled in order to draw nearer to the aim of a common minimum qualification level of professional drivers in Europe? • What can be done with VET means to overcome the shortage of qualified professional drivers and how would this effect directive 2003/59/EC?

Key findings (so far) • Directive 2003/59/EC is implemented very differently in the researched countries and also its impact is perceived very differently • Directive 2003/59/EC does not lead to a common minimum qualification level in Europe • The EQFs learning outcomes approach is a promising tool in order to reach comparability of minimum professional driver qualification in Europe

Key findings (so far) • It is too early to say what influence the directive will have on the driver shortage – very controversial points of views, but no empirical evidence • The qualification as defined in the directive does not meet the qualification requirements of the industry/ labour market • The overall qualifications framework approach is promising with regard to a positive influence on the driver shortage • Directive 2003/59/EC is only rarely interrelated with the general national vocational education and training systems

Further steps planned • Consultation with experts on draft profile • Consultation with stakeholders and experts on draft quality standard proposal • Drafting of national scenarios for the possible implementation of the quality standards in the different national contexts • Integration and further discussion of project results within the overall context of related European policy • Provision of recommendations for the further development of directive 2003/59/EC based on the project results • A final project conference in December 2012 and a follow up project publication on the project results
