Regional Procurement • The Role of Procurement • Working with the North East region’s technical experts and key stakeholders • Ensure a fair, open and transparent process • Establish a suitable, cost-effective framework • Procurement Strategy • North East Technical Specifications • The service requirements will be divided into lots • Single supplier or multiple suppliers up to a maximum of one supplier per lot • Important Advice • Don’t be complacent. Adhere to tender instructions • Do not underestimate the time it may take to upload your submission • Provide evidence which fully demonstrates your capability • Submissions received after the deadline will not be accepted

The Procurement Process • Open Tender Procedure with a Gateway Questionnaire • Evaluation criteria will be advised in the tender documents • Clarification meetings and site visits • Gateway Questionnaire • The gateway requirements have been identified as fundamental to this Agreement and are pass or fail. NB. Your tender may be discounted if you do not demonstrate ability to meet each of the gateway requirements. • All Tenderers including all sub-contractors must complete a gateway questionnaire. • Accreditation and Security • Experience and Qualifications • Capacity – Physical, Human and Financial Resources to deliver effective services

  4. E-Tendering – www.bluelight.gov.uk • You must be registered on Bluelight. • All documentation including the service specification will be made available through this system. Estimated publication September. • The deadline for uploading Tender responses to Bluelight will be advised in the invitation to tender document , which will be approximately 6 weeks. • All questions and communication must be posted through the bluelight system.

TUPE • The Transfer of Undertakings (Protection of Employment) Regulations 2006 (TUPE) may apply. Bidders are advised to seek their own legal advice in relation to TUPE. • Indicative TUPE data will be included within the Invitation to tender documentation.
