Public Diplomacy • Is best defined as “truthful propaganda conducted by diplomats” • Public diplomacy seeks to promote the national interest of the home country through informing and influencing foreign audiences • Whereas traditional diplomacy is conducted directly between government representatives, the target audience of public diplomacy is the wider community in another country (or countries)

Public Diplomacy • Governments are increasingly using the media and the internet to: • communicate directly with the public in other countries • send messages to, even negotiate with, the governments of other countries • Public diplomacy exerts influence indirectly on foreign governments, by appealing directly to the people in that country who can influence those governments’ decisions

Forms of Public Diplomacy • Public diplomacy can take many forms: • Press statements released to the media • Speeches by ministers and diplomats to non-governmental audiences • Radio and TV broadcasts financed by the state (Voice of America) • Educational exchange programs • Cultural and sports exchange programs, when sponsored by a state or states • Tourism promotion, overseas education promotion

Role of Public Diplomacy • Public diplomacy is credited with playing an important role in the collapse of communism in Eastern Europe • Western radio and TV broadcasts presented a bright picture of economic wellbeing and freedom in the West • The influence of public diplomacy helps to explain why China and Iran censor the internet and ban media such as Facebook and Twitter, and why Myanmar, North Korea and other counties ban satellite dishes

The Role of MFAs and Diplomats in Public Diplomacy • Ministries of Foreign Affairs provide information to the public in many ways: • Providing embassies with brochures and information kits for use in foreign countries • Providing briefings to foreign journalists and reporters • Making information available on the internet • Funding radio and TV channels, programs and cultural institutes • Sponsoring visits by media personnel and “future leaders”

Public Diplomacy • As diplomacy becomes more public through media coverage and the engagement of leaders, diplomacy is becoming less secretive • This brings more NGOs, bloggers, twitters and Wikileaks into the debate in many areas of diplomacy • Modern diplomacy has to take account of these interests and pressures

Public Diplomacy • Whereas “old diplomacy” was most often conducted behind closed doors, this is often not the case with “new diplomacy” • But where negotiations are involved, there are risks in media and public disclosure: • Concessions and compromises may be revealed • The “complete package” of a negotiation involves a balance between gains and losses
