115 kV Line E-183 • 115 kV PTF transmission line E-183: • Connects Manchester Street station in Providence, RI to Brayton Point station in Somerset, MA • Supplies load at Narragansett Electric Co. Phillipsdale, Wampanoag, Mink Street, and Warren substations • Approximately 16 miles in length
Geography • Leaving Providence, the line -- • crosses the Providence River, • traverses alongside I-195 and India Point Park, • crosses through India Point Park, and • crosses the Seekonk river into E. Providence
I-195 Relocation • RIDOT is relocating Interstate highway I-195 through Providence • Need based on structural deterioration, safety deficiencies, and inadequate capacity • Line E-183 must be relocated to accommodate the highway construction project • Must be completed by Fall 2005
River Crossing • The Seekonk River Crossing is approximately 87 years old (ca. 1918) • Narragansett Electric Co. (NECO) would like to replace this river crossing coincident with the highway relocation work • Replacing the Seekonk River crossing provides an opportunity to address issues relating to India Point Park and the historic Washington Bridge
Proposed Plan • Underground cable from Manchester Street (Franklin Square) to the Phillipsdale tap in E. Providence satisfies needs of: • RIDOT • NEPOOL • Narragansett Electric Co. • State and Local Authorities
Proposed Cost Recovery • Stakeholders recognize that while the PTF transmission line provides regional benefits, the primary benefit of undergrounding this section is local • Total Cost $16.724M • Local Support $12.949M • Regional Support $ 3.775M
Cost Basis for Regional Support • Equivalent to cost of practical and feasible alternative – the “Bridge North Alignment” • Removes line from India Point Park • Relocates line to north side of historic Washington Bridge
Conclusions • Relocating line E-183 through Providence provides both regional and local benefits • A combination of regional and local cost recovery is proposed • Regional cost recovery based on cost of practical and feasible overhead alternative • Total Cost $16.724M • Local Support $12.949M • Regional Support $ 3.775M
