Potential AWWU Land Acquisition Presentation by Anchorage Water and Wastewater Utility 1/13/2011 Brian Baus, Planning and Development Services Manager Paul Hatcher, Real Estate Coordinator
Today’s intent is to engage stakeholders concerning a potential AWWU land acquisition • Tract B, Legacy Pointe Subdivision • Portion of site (~2 to 3 acres) • Potential future reservoir site • Presentation Content • Specifics of Tract B • AWWU interest in Tract B • Current status of acquisition • Path forward • Discussion
Tract B is located in South Anchorage • ~1.5 miles South of the Rabbit Creek/Golden View Intersection • Moen Park • Moen Trail • Proposed Legacy Pointe Development
Regulatory oversight of Tract B is consistent with the Hillside • Hillside District Plan • Regulatory Commission of Alaska service areas • Political Districts • Assembly Seats J and K (Jennifer Johnston & Chris Birch) • Senate District P (Cathy Giessel) • House District 32 (Mike Hawker) • Rabbit Creek Community Council
Planning has identified a need for future water storage on the hillside • 2005 Anchorage Water Master Plan • ~ 2 Million Gallons (MG) by 2014 • 920 HGL • Based on projected population growth • Shortages experienced prior to 2010 • 2009 Goldenview Reservoir Design Study Report (GRDSR) • Did not find the “perfect site” • Identified a portion of Tract B as a desirable site • Recommended phased approach to increase water storage
AWWU has implemented recommendations of the GRDSR • Constructed 1MG Reservoir • South Anchorage Middle School (SAMS) Reservoir Site • Minimized present hillside water shortages • Plan for Future reservoir • Require site (920HGL) • ~1 MGD • Future project based on area specific need
MOA-HLB owns Tract B of the Legacy Pointe subdivision • HLB Acquisition in 2005 • Previous Owner – Forrest Heights LLC • Possible Elementary School Site • HLB interests in Tract B have changed • No longer potential ASD site • Possible property disposal
AWWU and MOA-HLB are currently discussing a land transfer • Future reservoir site • Precursors to discussion • GRDSR identification of portion Tract B • Change in HLB perceived land use • Acquisition is yet to be determined
AWWU is currently investigating the viability of a land transfer • Established acquisition project • Received appraisal • Started site investigation • Seeking input from stakeholders
A number of steps still exists if Tract B is to be transferred • Continued stakeholder input • Finish site investigation • Receive new appraisal • AWWU/HLB negotiations • Receive regulatory approval • Develop/execute sales agreement • Re-plat property
AWWU development of Tract B is undefined • No project exist in Capital Improvement Program (CIP) • Precursors to AWWU development • Establishment of demand • Construction of additional infrastructure • Development will be through future project • Study • Design • Construction • Potential to relinquishment land exists
Stakeholder input is important to AWWU • Site specific information • Area specific information • Public opinion
