  3. The setting • Treaty of Lisbon (Art. 165.2) • November 2009: Council Resolution on the Renewed Rramework for Cooperation in the Field of Youth (2010-2018) • Teampresidency ES-BE-HU • Common goals • Common project: structured dialogue

  4. Cooperation between the 3 Communities • Flemish Community: leading role and presiding the Council of the ministers of Youth • Germanspeaking Communitiy: spokesperson and formulating the official position during the meetings of the Council • In close and permanent cooperation amongst the key role players of the 3 communities: ministries, national agencies, youth councils, youth researchers

  5. Priorities: 3 threads throughout the future Belgian EU Presidency Youth • Youth Work • Youth Employment • Coordination of the agenda concerning children, young people and children’s rights All threads come together on the Council of the Ministers of Youth (19th of November)

  6. Youth Work • A “natural” theme for the 3 Communities • A new role for youth work in the renewed framework of cooperation • 2 events in Ghent • 1st European Conference on the History of Youth Work and Youth Policy. Relevance for youth work policy today (Ghent, 5-7th of July 2010) • 1st European Youth Work Convention (Ghent, 7-10th of July 2010)

Youth Work • Council: Resolution/recommendation on youth work (including special attention for access of the poorest children and young people) • Council: Conclusions answering a study of the EC about access of culture for young people • European seminar about the mobility of the poorest children and young people (French Community, Namur, 9-11th of December)

  8. 1st European Youth Work Convention(Ghent, 7-10 July 2010)

Setting • Renewed framework for Cooperation in the Field of Youth (Council Resolution, 27.11.2009): ‘supporting and developing youth work’ • Description of youth work • Start of an agenda until 2018 • Commitment of Belgium • Workplan for the Youth in Action Programme: intention of EC to organise a conference of youth workers (cfr. 2007, 2008) • Future Council of Europe Youth Policy: Agenda 2020: Declaration of Ministers of Youth + Resolution of the Committee of Youth (2008)

Aims of the Convention • To show the diversity of youth work and its impact on young people and society (pan-European) • To take up from existing European discussions and policy processes on strategic themes and bring these further to give impetus to new processes • To boost European cooperation and networking amongst youth workers to reinforce youth work • To address messages to states, EU/EC, CoE, YFJ, … some of which can and will be taken on board in the political follow-up under the Belgian presidency
