Glasgow City Council Glasgow – UK Council of the year 2015 Drivers for change • Main driver is obviously the Public Records (Scotland) Act 2011 • Keeper has recently consulted over how to track and monitor “improvement model” records management plans • Keeper is presently consulting on Proposed Supplementary Guidance on Proper Arrangements for Archiving Public Records • Consultation closes on 14th March (so hurry!) • Historical child abuse inquiry is also adding impetus

But if you want to make change you need the people on board. • Start from the top and work down • Also start from the bottom and work up – you need both • There are no votes in compliance so you’ll be up against the wall trying to get resources for IM developments • Business cases can be developed but most IM activity creates soft benefits or is a business enabler

Glasgow City Council Glasgow – UK Council of the year 2015 Horizon scanning – icebergs ahead! • Not wanting to steal Frank Rankine’s thunder, but – • The new EU General Data Protection Regulation should, nay must, be on everybody’s radar • Not everything will change, but enough will change to make this the biggest shift in the legal landscape for information governance since the DPA came into force in 2000. • And there is still a lot of uncertainty around the new rules and how the local discretion elements will be implemented
