PROJECT: • The Consultancy Assignment for Information, Education and Communication (IEC) strategy development, implementation through selected field NGOs, designing, planning, training, monitoring, evaluation and documentation under Basic Services for Urban Poor (BSUP) Integrated Housing and Slum Development Programme (IHSDP) of Central Government sponsored JnNURM Schemes

OVER ALL OBJECTIVES • The overall objective of this project is to evolve and execute an Information, Education and Communication strategy for the involvement of the urban poor especially women/children/youths/aged persons in improving living standards of their communities and situations within their families towards overall neighborhood and ultimately city improvement.

  4. Specific Project Objective • To improve the quality of life of slum residents, • To increase the standard of Health, Education and Community life in the slums, • To provide sustainable improvements in the standards of Living, Social Status, Health, Education etc.

  5. Specific Project Objective Cont.. • To provide skill up gradation / increase potential income of people living in slums • To take up Health promotional programmes like MCH, FW and Nutritional programmes and to promote Family Planning. • To reduce gender disparity, drug addiction etc.

Scope of the Assignment • To formulate IEC strategy • To develop media plan • To workout the communication strategy • To evolve action plan (implementation Plan) • To design, produce and supply IEC materials to KSDB • To implement the IEC action plan in the slums in 22 IHSDP towns across the state • To develop and utilize CBOs for counseling and Education purposes

Scope of the Assignment • To initiate income generation activities through governmental and Non-governmental services • To formulate and utilize neighborhood committees • To identify and arrange for short training programmes for wage earning • Counseling for transformation slums into • Place for live • Place for work • Place for spell

  8. IEC Strategies: WORK PLAN AND METHODOLOGY

  9. Need Assessment and Planning;A. Situation Analysis (Land status, Basic Services, Occupation, Education, Health, Women and Girls, Men and Youth etc.) • Design survey tools • Ground work-Rapport Building with Community through various community understanding events and make community to actively participation in the project • Preliminary interaction, surveys. • Collection of data • Analysis of the data

  10. B. Identify Target Groups and their needs • Establish goals, Objectives and Targets • Plan for activities at micro level • Ste the goals and targets for the project cycle in consultation of KSDB

Preparatory ActivitiesPrepare an Action Plan for implementation of IEC activities through Field NGO as per need assessment survey, • Selection and appointment of field NGO • Capacitate the field NGOs on major indicators of the project • Develop Micro Action Plan for implementing the IEC strategy in slum by Field NGOs as per the needs assessed in slum survey • Develop IEC tools, mode and materials for individual type of strategy • Develop financial modules for undertaking implementation of IEC strategy by Field NGOs • Develop TOT Manual for Field NGOs • Develop monitoring and evaluation formats • Develop Documentation format in line with JNNURM project guidelines given by GoI

  12. B. Develop Linkages • Community consultations • Map the opportunities and leverages the resources for the linkage services • linkages to the community on need base

  13. C. Establishing Co-ordination • Rapport building, Community understandings, disseminating the information, role clarity • Setting up Communication channels, Mechanisms to flow of ease communication-Bottom to top

  14. 3. Implementation and management of IEC strategies including development of IEC materials • A. Conduct Targeted Behavioral Research, • Community consultations, Focused group discussions, interactions, IPC with compilation of action plan from field NGO • B. Design messages, choose media and channels • Conduct trainings for identified Field NGOs to take up implementation of the project • Deploy field NGO to specific town and slums • Assist them to prepare Action Plan and any problem faced on field • C. Develop IEC materials by adopting steps viz., Design Prototype Materials, Pretest, Revised Materials, • As envisaged in the TOR issued by the KSDB, the IEC materials will be designed, developed and supply to KSDB • D. Cost and cost-effectiveness of materials • Mapping the existed materials and plan for leverage and utilization in consultation with KSDB

TRAININGSTraining and equip the system involved in project area • Training to the Key staff of the project on Project management over the project cycle • Training on JnNURM and 7 Point charter to Field NGOs/KSDB Officials-State level • Training on JnNURM and 7 Point charter to the Municipality officials in 22 IHSDP towns-State level • Trainings to Field NGOs on formation of CBOs/SHGs and CSOs • 2 days Residential Trainings to Field NGOs to build CDN proposal

Community Health Programme To improve overall heath status through preventive and curative community base methods with following objectives; - Awareness about prevention and cure of common illness, - Community health services through slum based health workers and OPD, - Reduce maternal and infant mortality, promote institutional delivery - Address specific issues such as AIDS, TB, Malaria, Dengue, etc.,

  22. Community Health Programme • Family Health (Nutrition, Health Care, personal hygiene), Child & Maternal Health • Linkage with Government health systems for referrals, • Demystify heath beliefs • Health Insurance

Education Programme To improve the education status by making innovative interventions - Increase enrolment and decreasing dropout rate, • Enable children to cope with school curriculum •  Use of innovative teaching methods, computer training • Involve parents and community in children education,

  24. Education Programme • Increase education levels amongst dropout and non school going children especially girls, • Increase literacy levels amongst adult residents

  25. Social Issues: • Gender Equity, Child Marriage, Sexual Abuse etc., • Social Crimes • Bias due to religion or caste

  26. Skill Imparting Programme • To increase and reinforce earning skills of slum residents, • Identify and Increase earning skills, • Impart and enable training for acquiring skills, • Create support for practicing these skills

Savings and Credit Programme • To enable savings and access to formal credit and reduce dependence on usurious money lenders. • Expenditure management – resource mobilized • To create savings option of for affordable amounts, • To form a credible saving society with transparent record and offers fast and affordable credit, • To strengthen the movement of using micro-credit as a tool of empowerment.

Income Generation Programmes • To increase options and infrastructure for increasing incomes: • To identify market based income generation options, • To build capacities for these skills (Human and Institutional support) • To set up institutions that can independently undertake income generation operations.

Infrastructure Up-gradation Programme • To ensure maintenance of household and access to basic services: • To facilitate access to basic services such as water, drainage, and toilets on household basis, • To facilitate paved roads, street lighting and solid waste management, • Housing, • To ensure maintenance of household and common services,

Community Participation programme • Objective: To enable long term sustenance of Integrated Slum Development through community participation in implementation, management, and financial contribution. • To create technical, managerial, and leadership capacities, • To enable and nurture community based institutions that can sustain relevant development initiatives. • Legal support available in LAW • Awareness on Child Rights and Eradication of Child Labour, • To identify the basic requirement viz., Livelihood Centre, Park, Creech, School etc., and to project it to appropriate authority.

Community Participation programme Cont… • Motivate to form groups/committees under various government schemes/policy and other CBOs/voluntary organizations. • Convergence of existing schemes in government viz., SJSRY, PMRY, SCSCT Development Corporation, BC Development, • Social Security measures: Awareness on the existing Government schemes of Old Age Pension, Widow Pension, Scholarship, Nutrition Programmes (ICDS) etc.,

Project Deliverables: • Design, Plan, Develop IEC Strategies following adequate sample surveys and a systematic assessment of the target audiences and Action Plan with their participation depending on location, region, size and need of the slums, • Design, planning and Develop IEC materials (communication tools) appropriate to meet the needs of the programme by involving communication professionals wherever necessary, • Develop monitoring module for field NGOs who will actually implement the IEC program on field. • Develop training modules and provide necessary training to the selected Field NGOs on implementation of the IEC programme in the identified slums,

Project Deliverables • Coordinate with the field NGO for effective implementation of the IEC program in individual slum /town/city. • Coordinate Supervise, monitor field activities and update KSDB on field progress of IEC program. • Documentation of process of creating awareness among the slum communities supported with both video and photos. • Report of Citizen Perception Survey to measure the outcome of the project. • Revise IEC Strategies and IEC materials on the feedback, experience and suggest way forward for State wide implementation of programme. • Submit the relevant reports to Govt./ Coordination committee whatever required.
