Excess rainfall during July and first fortnight of August in some parts. Cumulative SWM rainfall up to 2nd Sept. excess/normal in 168 taluks and deficit in 7 taluks

  5. KARNATAKA • Floods and heavy rainfall caused extensive crop • damage in about • 1.98 lakh hectares • with an estimated • loss of over Rs.850 • Crore. • Survey work is • under progress to • asses the actual loss.

KARNATAKA Contingency plan in flood affected areas • Alternate short duration variety crops in affected areas - proposed. • Replanting Sugarcane in October. • Seed subsidy at 50% made available for second sowing in the affected areas for SF and MF from the State scheme. • Seed subsidy at 50% made available for SF and MF for Rabi crops from the State scheme.

  7. Assistance by State Government in Flood Affected Areas • Keeping in view the distress of farmers, the State Govt. has issued orders for higher assistance under Calamity Relief Fund as under. 1. Rainfed areas Rs.2000/ ha 2. Irrigated areas Rs. 5000/ ha 3. Perennial crops Rs. 8000/ha (Up to 2 ha only irrespective of the size of the holdings)

  9. KARNATAKA Rabi/Summer Production Programme 2005-06 • State level Conference held on 8th & 9th Sept. 2005 at Dharwad. • District wise & crop wise Rabi/Summer crop production programme finalised. • Inputs supply arrangements made. • Extension strategy - Crop seminars being organised.

  10. KARNATAKA Inputs Arrangement for Rabi/Summer 2005-06 • Seeds:The total requirement for Rabi/summer is 2.17 lakh quintals and the availability of seeds with Govt./ Pvt.. Agencies is 1.98 lakh quintals. Balance quantity of seeds to be met out of seed village programme. • Fertilisers:The total requirement for Rabi/ summer is 12.38 lakh tonnes. An additional allocation of 1.50 lakh tonnes of DAP and 0.75 lakh tonnes of Urea is sought from GOI to meet the additional demand.

KARNATAKA 3 - Progress in Seed Production • During Kharif 2005, the total requirement of seeds as per seed replacement norms was 5.55 lakh quintals. 9 lakh quintals of seeds was available with Govt./Pvt.. Agencies. • During Rabi 2005 the requirement of seeds is 2.17 lakh quintals and the availability of seeds with Govt./Pvt.. Agencies is 1.98 lakh quintals. Balance quantity would be met out of Seed village programme. Contd.

  15. KARNATAKA Progress in Balanced Use of Fertilisers & INM Implementation • Centrally sponsored scheme on Balanced and Integrated Use of Fertilisers was in implementation up to 1999-2000. The above scheme was subsumed in Macro-Management Scheme during 1999-2000. • INM Programme was implemented up to 2003-04, in this programme, in addition to distribution and the use of organic/inorganic inputs at subsidised rates and conducting INM demonstrations, one time assistance of establishment of Bio-fertilizer and compost production units was given. KARNATAKA Progress in Balanced Use of Fertilisers & INM Implementation • Organic Farming policy introduced during March 2004. • During 2005-06, the scheme Macro-Management is being implemented under ZP sector also. An annual allocation of Rs.275.75 Lakhs is earmarked for the programme. • Major emphasis is given among others, on laying out INM demonstrations, distribution of micro-nutrients and agricultural lime on subsidised basis, incentive for vermi compost production, assistance to SHGs for production of organic inputs, training and seminars on organic farming and publicity on organic farming. KARNATAKA Progress in IPM Implementation • An amount of Rs.100 Lakhs has been earmarked for distribution of Bio-pesticides/ Bio-control agents under the State Sector Plant Protection Scheme during 2005-06 to cover an area of 25,000 hectares in the State. • Bio-pesticides / Bio-control agents are being distributed to farmers at 50% subsidy limiting to Rs.400 per hectare. • This programme is being implemented in all the 27 districts of the State.   18. KARNATAKA Bio-Control Laboratories • The Department of Agriculture runs four Bio-control laboratories in the State. These laboratories are involved in the mass production of Trichogramma - an egg parasitoid, NPV and predators that control pests like stem-borer in Sugarcane, pod-borer in Redgram Boll-worm in Cotton etc. • Bio-control methods are useful in reducing plant protection costs in addition to decreasing environmental pollution. • It is programmed to cover an area of 10,000 hectares annually. So far, during Kharif 2005 an area of 665 hects. has been covered. The Bio-control agents produced in these laboratories are supplied to farmers at subsidised rates.

  19. KARNATAKA 4 - STRATEGIES TO ENHANCE PRODUCTIVITY Paddy:- • Programmed to organize SRI method of paddy demonstrations in all the taluks in the State wherever irrigation facilities are available. (700 units of 10 ha)- Rs. 350 lakhs. Contd..

KARNATAKA OILSEEDS and PULSES:- • Planned to increase rabi area by 20% over normal area of 11.07 lakh hect. through crop diversification. • Planned to bring 10% of area under assured irrigation. • Increase the availability of quality seeds by producing 3900 quintals of foundation seeds and 67850 quintals of certified seeds. KARNATAKA OILSEEDS and PULSES:- • Bringing 2 lakh ha. area under Bio fertilisers and 0.35 lakh ha. under Gypsum/Pyrites application . • Karnataka has achieved highest production of maize and targeted to produce 3.5 tons/hect.during 2005-06. • State has targeted to achieve 20-25% of seed replacement rate in two years through seed village scheme and certified seed distribution.Contd.

KARNATAKA OILSEEDS and PULSES:- • Effective transfer of technology by organizing 12978 ha large scale demonstrations, 6056 ha of IPM demonstrations and 346 polythene mulch groundnut demonstration. • Creating awareness in farmers and officers about recent technology by conducting 161 farmers and 97 officers training. KARNATAKA COTTON • Popularizing adoption of IPM methods in 16666 ha. • Organizing 6 SLTP in the State on Cotton, Rice,Tur and Groundnut. • 134 officials under going training of IPM. • 584 FFS Organized in Cotton, Paddy,Tur and Groundnut.. • 312 Alumni Groups continuing IPM activities on Cotton and Paddy. KARNATAKA SUGARCANE • Continuing the research programme on Wooly Aphid Management - Rs.137.64 lakhs. • Promoting the use of bio agents and bio pesticides to control major pests-Rs.5 lakhs. • Promoting Sugarcane cultivation through single eye bud sets by providing an assistance of Rs.5000/ha. - Rs. 5 lakhs.   27. KARNATAKA 5 - Progress on APMC Amendment • The Model Act circulated by GOI, needs certain amendments to safeguard the interest of farmers is in the process of being adopted by making suitable amendments in the KAPM(R) Act, 1966. The formal approval of the Government is awaited.

  32. KARNATAKA 7 - Status of Quarantine Facilities in the State (i) Availability of land & Building: Deputy Director of Agriculture(PP) is notified to issue PSC for plant and plant products. Plant Pathology section is housed in the premises of Commissionerate of Agriculture, Bangalore. (ii) Availability of Equipment: • Incubator • Compound Microscope • Binocular Microscope • Electronic weighing balance • Single pan balance • Glassware- petri dishes, conical flasks, beakers, hand lenses etc. Contd.

KARNATAKA Status of Quarantine Facilities in the State GOI in letter Dated. 13th April 2005 have allocated Rs.3.31 Lakhs under the scheme ‘Strengthening and Modernization of Plant Quarantine Facilities in India’ for the purchase of basic infrastructure/ equipments like Inspection kits, Binocular Microscope, Computer with accessories. Equipments will be purchased after due sanction from GOK Requirement: With regard to training on quarantine procedures and identification of quarantine pests & diseases, officers have undergone training at UAS Bangalore. However, a general training on quarantine procedures in respect of latest amendments, etc. is required.

KARNATAKA 8 - Suggestions for Improving Rabi Production • Central assistance for supply of certified/quality seeds at 50% subsidy to SF & MF for all seasons. • Extending subsidy to varieties of seeds of more than ten year old. • Allocation of additional quantity of different grades of fertilizers whenever demand arises. • Central assistance for encouraging organic farming. • Early release of funds under centrally sponsored scheme for effective implementation of schemes. • Co-operative Credit structure to be strengthened so that the farmers can avail loans at lower rate of interest.
