Purpose • Fostering Joint Collaboration among the JCDE community • Updating community on the status of the JOpsC family • Updating community with relevant perspectives that will help shape the way we do business • Prioritizing our joint experimentation efforts • Developing the way ahead for the FY 08-09 JI&E Campaign Plan Combined Joint Concept Development and Experimentation Conference 9-12 January 2007

Concepts Where we are: • Services and COCOMs developing directed– linkages to JOpsC family • JOpsC Family • 3 JOCs v 2.0 signed and released • JFCs in revision • 3 JICs in development • CBA on JICs has resulted in Initial Capabilities Documents for JCIDS Combined Joint Concept Development and Experimentation Conference 9-12 January 2007

Concepts What we’ve learned: • JOpsC development process improvements are working • Near term concepts must continue to tie into future concepts • Competition of ideas needs to be nurtured and continually examined • JCIDS, JOpsC, and JE still need to refine “on ramps and off ramps” • Synchronization of what the JCDE community is doing is paramount – Support the JCDE Portal Combined Joint Concept Development and Experimentation Conference 9-12 January 2007

Concepts Where we are going: • Continue to support the JOpsC Development Process • Identify future concepts that support resolving MPMI and Joint Warfighter Challenges • Support Capabilities-Based Planning • Continued support of these biannual JCDE meetings for community collaboration. Joint Experimentation Where we are: • Chairman JE Guidance Memo 9 Jan 06 • Released administrative update on 4 Dec 06: • Captured 25 Sep OPSDEP changes to USJFCOM JE Roles & Responsibilities and Terminology • Version 1 of JI&E Enterprise Process Guide (EPG) • Describes how “Enterprise” members plan, coordinate, conduct, assess JE • CJCSI 3180 (Joint Experimentation) under development • Will provide description of JE process at Strategic level and linkages to CBP • Development of Status and Recommendations report linked to JCAs • What have you done (in BA, C2, FP, FA, etc…) and what were the results • Development of a Joint I&E Campaign Plan • Determine the potential “challenges / issues” for Joint CDE efforts • Determine what issues / challenges are most important Combined Joint Concept Development and Experimentation Conference 9-12 January 2007

Joint Experimentation What we’ve learned: • Detailed process on “how” the Joint CDE Community/ Enterprise plans, coordinates, conducts, and assesses JE is needed – EPG v 2.0 • Concept Authors need help / guidance on how to develop experimentation plans and integrate efforts in JI&E CPLAN • Need for better integration between Joint CDE and CBP processes • COCOMs are not adequately resourced to conduct Joint CDE or effective collaboration with the Joint CDE Enterprise • Reduce # of lists and data calls (WFCs, IPLs, MPMIs, JUONs, COCOM Cdr Priorities, etc…) • CPLAN with 3 or more year outlook preferred Combined Joint Concept Development and Experimentation Conference 9-12 January 2007

Joint Experimentation Where we are going: • Formalize JI&E Enterprise processes with release of current EPG -- Publish v2.0 by Dec 07 • Publish CJCSI 3180 by Oct 07 • Publish Joint I&E Campaign Plan (Draft June / Final Sep) Combined Joint Concept Development and Experimentation Conference 9-12 January 2007
