Social assistance is a citizenship right and an obligation of the State; • Family driven; • Decentralized and participative management; Social control; • Adhesion of 5.525 municipalities (99,3%), 26 states (100%) and the Federal District; • Management is organized considering the size of municipalities, geographic regions, territory (at local level) and complexity of services.
Basic Social Protection Low complexity: prevention of social vulnerability and strengthening of family and community ties Services are offered in Reference Centers of Social Assistance (CRAS) – public equipments located at vulnerable territories.

Special Social Protection Medium and high complexity: focus on families and individuals that suffered the violation of rights and/or the rupture of family and community ties. Actions are mainly hold by Reference Specialized Centers of Social Assistance (CREAS) – public equipments located at social risk areas.

Social Assistance Benefits • Continuous Cash Benefit Programme (BPC) • Constitutional right; • No conditionalities; • Grants 1 minimum wage to disabled or aged (65+) people, who are unable to work and whose per capita family income is inferior to ¼ of the minimum wage (~U$286) • 1.722.093 disabled beneficiaries and 1.593.678 aged people • Eventual benefits (birth, death, calamity, temporary vulnerability)
