Key message: A positive two-way interaction between transport and land use planning provides: • Transport investments that contribute to and enhance community and economic development • A sustainable approach to development that reduces the need to travel and demand for transport infrastructure investment The Regional Policy Statement (RPS) can provide the direction to achieve these outcomes

  3. Legislative Drivers • Integration of land use and transport is required through: Resource Management Act: • S30(1)(gb): “the strategic integration of infrastructure with land use through objectives, policies, and methods” • Land Transport Management Act: • Purpose of the act • RLTS requirements – e.g. land use considerations Local Government Act: • Social, economic and environmental wellbeings are supported by land use and transport integration

Land Transport funding considerations • NZTA funds activities via the NLTP • The NLTP expects a strategic context to be established for activities • Policies and objectives in RPS will affect formulation of local transport strategies, hence programmes • Alignment needed to ensure programmes remain fundable.

  34. Stock Effluent Facilities • Putururu: • Investigation complete • Design well advanced-targeted completion mid 2010 • Safety Audit issues being actioned • Te Kuiti: • Discussion with Waitomo DC over cost share & location • Design targeted for completion mid 2010

  35. Walking/Cycling Projects • Massey Street: • Construction underway • Greenwood Street/Kahikatea: • Investigation underway for off – road walking & cycling facilities

  36. Walking/Cycling Projects • Ohaupo Road: Lorne St to Dixon Rd • Pedestrian Surveys complete • NZTA finalising plan for preferred option • Public consultation to be undertaken for parking removal

  40. Hillcrest/Morrinsville Intersection • Scheme Assessment Report completed • Further consultation with HCC re preferred option • Investigation completed due mid 2010 • Design to follow

  41. Gallagher Drive/ Kahikatea Drive Intersection • Scoping report completed • Very low Benefit-Cost Ratio • Considered as part of integrated package along Kahikatea Drive • Updating traffic modelling to see if BCR can be improved • Investigation completion early 2010
