FRA Jurisdiction • FRA typically exercises safety regulatory jurisdiction over— • Railroads operating on the general system • Commuter operations connected to the general system or not • Tourist operations connected to the general system or not, with limited exceptions • Railroad: any non-highway, ground transportation on rails or electromagnetic guideways. • General railroad system: the network of standard gage track— • over which goods can be transported throughout the nation, and • on which passengers can travel between cities or within metropolitan and suburban areas.
