Bulletin 746 UpdatesAdopted Policy: Standards for Secondary Career and Technical Trade and Industrial Education -§501, 503, 504, 505, 507, 509, & 511 This policy revision will clarify Career and Technical Trade and Industrial Education (CTTIE) licensure requirements and expand career and technical certification areas to ensure alignment with high demand occupations as identified by the Louisiana Workforce Investment Council. Adopted October 2009

  5. Bulletin 746 UpdatesAdopted Policy: Out-of-State Principal Level 1 & 2 - §721 & 723 Allows two years of experience as a principal or assistant principal to be accepted for the issuance of OSP 1 or 2 certificates Adopted November, 2009

  6. Bulletin 746 UpdatesAdopted Policy: Certification Appeals Process –§803 Require certification appeals to be processed by the DOE (Div. CLP) with subsequent submission to the Teacher Certification Appeals Council (TCAC) for review. TCAC decision will be final. TCAC will submit a written report to BESE of the decisions made during the appeals process. No candidate lacking legislative requirements such as, GPA, PRAXIS exams, reading requirements and LaTAAP will be allowed to file an appeal. This policy aligns the certification appeals procedure with the amendments made to R.S.17:6 during the regular Legislative Session of 2009. Adopted February 18, 2010

Bulletin 746 UpdatesAdopted Policy: Foreign Language Special Certificate - §311 Allows individuals participating in the LDE Foreign Associate Teacher Program to be issued a World Language Certificate (WLC) to teach in a world language or immersion setting in grades PK-12. Allows individuals who hold a WLC and who choose to obtain a L1 teaching certificate to pass the Test of English as a Foreign Language (TOEFL) in lieu of the PRAXIS I Reading and Writing. Previously, FLES certified teachers had to pass all parts of PRAXIS I for issuance of the L1. This change in policy was prompted by HOUSE BILL NO. 621, Act 43 approved by the Louisiana Legislature in 2009. Adopted February 18, 2010

Bulletin 746 UpdatesAdopted Policy: Adult Education Instructor - §645 Allows candidates to use three years of successful teaching experience in adult education to waive the practicum course requirement for add-on certification in adult ed. In addition, the policy change requires successful completion of the Reading in Adult Education course, along with one additional three hour adult education course. Adopted February 18, 2010

Bulletin 746 Update Reminders Requirements to add Mild/Moderate - §629 Revision in the Mild/Moderate add-on policy will allow an individual to become certified to teach special education at the specific grade levels of 1-5, 4-8, and 6-12. This policy change is directly aligned to the undergraduate and alternate General/Special Education Mild/Moderate Integrated to Merged programs. Adopted August, 2009 Deadline date for Mild/Moderate 1-12 add-on is June 30, 2013.

Bulletin 746 Update Reminders: The Practitioner Teacher Program Alternate Path - §233 PTP offered in General/Special Education Mild Moderate: An Integrated to Merged Approach in Grades 1-5, 4-8 & 6-12. Adopted August 2009 Deadline date for candidates to complete PTP Mild/Moderate 1-12 is June 30, 2013.

Bulletin 746 Update Reminders: Master’s Degree Alternate Path to Certification - §235 MAT program offered in General/Special Education Mild Moderate: An Integrated to Merged Approach in Grades 1-5, 4-8, & 6-12. Adopted August 2009 Deadline date for candidates to complete MAT Mild-Moderate 1-12 is June 30, 2013.

Bulletin 746 Update Reminders: Certification-Only Alternate Program - §237 Formerly referred to as Non-Masters/Certification- Only Alternate Program; revised with expanded options: • Open to private providers • Flexibility in delivery • Use of last 60 hours for GPA Adopted August 2009 Deadline date for candidates to complete Mild Moderate 1-12 in Non-Master’s Program is June 30, 2013. NOTE: General/Special Education Mild Moderate will not be offered in Certification-Only Alternate Program.

  16. Bulletin 746 UpdatesCurrently Out for Notice of Intent: Standard Certificates for Nonpublic/Charter Schools - §315. The proposed policy revision will allow Louisiana non-public or charter school teachers with the appropriate teaching experience and completion of a non-public or charter school teacher assessment program be issued a Level 2*, Level 3*, Type B*, or Type A* certificate. Approved by BESE December 2009

Bulletin 996 UpdatesCurrently Out for Notice of Intent: Teacher Preparation Program Accountability - §501 Policy stipulates that for continued state approval, teacher certification program providers must maintain value added assessment results at Level 3 or higher. Any program that receives a Level 4 or 5 result in any content area shall be assigned a designation of Programmatic Intervention and develop a corrective action plan that must be approved by BESE. Failure to improve value added assessment results within the BESE approved time frame may result in loss of state approval. Approved by BESE OCTOBER 2009

  20. Louisiana Educational LeadersInduction Program • Bulletin 741 states:All newly appointed principals, assistant principals, and district level leaders with provisional principal or Educational Leader Level 1 certification shall participate in the LELI Program.

Louisiana Educational LeadersInduction Program • LELI is designed to:Build administrative, instructional, and professional knowledge and skills of newly appointed administrators.Provide networking opportunities – local, regional, and state.Provide an ongoing support system via an experienced mentor

Louisiana School Turnaround Specialist Program- Regional Model • At the October BESE meeting 7 Louisiana Universities were approved to be providers of the Louisiana-based School Turnaround Program. • These providers will work with districts within their regions to identify and train educational leaders to turnaround chronically underperforming schools.

  31. Upcoming Changes to Recruiting Tool • The online job application has been revised. The “Online Employment Profile” will go “live” on the site in the next couple of months. • Phone, Webinar, and/or F2F trainings will be offered to acquaint you with new recruitment system.

Teach Louisiana“Tips” • Certification requests can be tracked by applicants as well as HR staff • Prospective teachers frequently view your job postings – Keep them updated • All up-to-date certification applications & forms are posted • You can advertise your job fairs on the site by emailing Paula Davis at paula.davis@la.gov

  34. Exit Interviews – REMINDER • Legislative Mandate • Senate Bill 548 of the 2008 regular session requires that BESE and DOE collect teacher exit interview data from local districts. • This data will be collected through Teach Louisiana. • Report due June 30, 2010

  35. LATAAP Updates • NEW - Bulletin 130, Regulations for the Evaluation and Assessment of School Personnel  will replace both Bulletin 1943: Policies and Procedures for Louisiana Teacher Assistance and Assessment and Bulletin 1525: Guidelines for Local Personnel Evaluation in its entirety. Due for NOI in March • The Assistance and Assessment Program reduced from two years to one.

  36. LATAAP Updates • The assistance period is two semesters, with the assessment occurring during the second and possibly third semesters. • Applicants for exclusion shall have one full year of creditable teaching experience from out-of-state. • Each district shall report the names and dates of those new teachers who will be excluded from the Teacher Assistance and Assessment Program during their first year of employment.

  37. LATAAP Updates • Districts will describe the calendar of activities that will be followed when implementing the Teacher Assistance and Assessment.  • Calendar shall include: timeline for reporting the names of participating new teachers, key assistance and assessment activities, and a timeline for reporting the names of teachers who successfully meet the assessment standards.

  38. LATAAP Updates • Pending Board approval of Bulletin 130, the State will provide revised assessment instruments including Pre-observation Interview, Classroom Observation, Post Observation Conference, Supervisor’s Review, Professional Growth Plan, and Team Summary Report.  Districts may access the instruments online.  Additional assessment instrumentation shall be the responsibility of the district.   39. Administrator Interview Protocol Task Force • Initiative under Wallace Foundation work to develop tools to assist LEAs in screening, interviewing and selecting effective administrators • Task Force – Representation from LEAs, Universities, providers, DOE, BoR

  41. Behavior Event Interview (BEI) • Competencies are a key predictor of how someone will perform at work. • People who have previously exhibited high levels of competencies in the past, are more likely to succeed in the future.

  42. Traditional Interview Techniques • Rarely uncover competencies that predict future performance differences. • Result in general responses about what they think they should or would do. • Do not provide insight to what people actually do at work.

  43. BEI Technique • Asks candidates to describe detailed actions and thinking in past work events. • Is one part of a screening process and longer interview.

  44. Recommended screening techniques: • Writing samples • Observations • Performance tasks

  45. Overview of BEI Process • Asks candidates to recall past events when they have felt successful or dealt with challenging situations at work.

  46. The interviewer will • Ask for a brief summary of lead up to situation, milestones in the story, and the end result. • Step by step walkthrough of the event: what you did, said, thought, and felt. • Probe for detail about what you did, said, thought, and felt.

  47. Responses • Only responses about what a person was doing, saying, feeling, or thinking at the time of the event are valid. • Hindsight and hypotheses are not accurate predictors of what a person will do.

  48. Before the Interview • Review the Interview Documents • Determine what questions you will ask • Decide who will ask questions and will take detailed notes

  49. During the interview • Use a script • Establish an informal, friendly tone • Explain how the interview is different • Reward candidates for detail • Don’t waste time with answers you can’t score • Take detailed notes

  50. Examples of effective probes: • What did you say? • What did you do next? • Take me through that incident step by step. • What was going through your mind at that point?
