Introduction • Environmental Impact Assessment (EIA) System (行政院環保署) Barrett et al. (2007)

Objectives To establish a score system for environmental impact assessment by using Leopold matrix. To evaluate local pollutant potential of urban and industrial area.
Literatures Review Environmental impact assessment (EIA) • EIA factors includes natural、social environment、pollutions、ecology、economic、culture…, it considered by effect area Tzilivakis et al. (2005) ; Larsen et al. (2010) ; Munier (2004). • EIA Methods in Cheng (2006) mentioned that Leopold matrix can show the effect for specific factors. (Whitlatch, 1976) • Da-tan ofGuan-yin area and Jong-fu ofLu-ju area were polluted by cadmium contaminant by chemical factories (Cheng et al., 1994); it could move away by river flow (Hsu and Lo, 2000) .

Conclusion • CF, PSI, RPI and Waste disposal can be combined to assess local environmental impact. • Tsou-Ta urban area exhibits higher environmental impact; whereas Fu-gang urban area exhibits lower environmental impact.
Future Works • Finding more factors for the matrix in this study. • Using statistical analysis to infer weighting of factors. • Plotting time-space distributiongraph and evaluate pollutant potential for urban and industrial areas.
