Recipients Responsible for Designating Equal Opportunity Officers • State Workforce Agencies • Job Corps Contractors & Centers • Local Workforce Investment Areas • National Grantees (Older Workers, Indian & Native American, Migrant & Seasonal Farmworkers, and Discretionary Grantees)
Regulations Requiring the Designation Equal Opportunity Officers WIA Recipients: • WIA (29 CFR Part 37), Title VI (29 CFR Part 31), and Section 504 of the Rehabilitation Act (29 CFR Part 32) Non-WIA Recipients: • Title VI (29 CFR Part 31), and Section 504 of the Rehabilitation Act (29 CFR Part 32)
Equal Opportunity Role Serve as the staff person(s) responsible for overseeing the recipient’s civil rights responsibilities related to its obligation as a U.S. Department of Labor financial assistance recipient.
Equal Opportunity Responsibilities • Administering the recipient’s discrimination complaint process; • Conducting and/or coordinating the recipient’s equal opportunity monitoring program;
Equal Opportunity Responsibilities • Administering an LWIA EO Officer designation process (State WIA Agencies); • Coordinating the development of the State’s Methods of Administration (State Workforce Agencies);
Knowledge, Skills and Abilities of an Equal Opportunity Officer • Good working knowledge of all applicable laws and regulations; • Ability to manage a discrimination complaint process;
Knowledge, Skills and Abilities of an Equal Opportunity Officer • Skill in fact-finding; • Ability to develop and execute monitoring plans and strategies;
Knowledge, Skills and Abilities of an Equal Opportunity Officer • Ability top perform statistical and process analyses; • Good communication skills (oral, written and electronic)
