Status of Work Plan Team • Team members (5 persons) are working at GEO Secretariat office in Geneva Guy Duchossois (Team Leader, ESA) Yukio Haruyama (Japan/JAXA) Joan J.Fitzpatrick (USA/USGS) Antti Herlevi (Finland) Majid Azadi (Iran) • The 5 Team members are seconded by GEO Members and Participating Organizations till end of Dec. 2005

Methodology for Work Plan Development • Starting point: 2-, 6-, and 10-Year Targets (as per 10Y IP Reference Document) • Initial focus on 107 2-Year Targets (completion of tasks expected by end of 2007) • Translation of each 2-Year Target into concrete tasks/activities (“Work Packet”) with the support of external organizations / experts

Disasters 2-Year Targets and Works Target 1 International Charter on Space and Major Disasters Advocate strengthening of the International Charter on Space and Major Disasters and similar support activities to enable better response to and documentation of effects of disasters, such as floods, earthquakes and oil spills. Its scope may be expanded to allow for pre-event tasking where forecasting is adequate to justify the effort (wildland fires, some floods and coastal disasters, volcanic eruptions). An expanded scope may also encompass Earth Observation training and capacity building of local users in affected areas, particularly in developing countries. GEO will address specific recommendations to Charter Agencies in the form of a letter (from GEO Secretariat Director). Content will be discussed with Charter representatives.

Target 2 SRTM Data Access Facilitate global access to the 100-metre (C-band) and 30-metre (X-band) horizontal resolution digital terrain information produced during the Shuttle Radar Topography Mission (SRTM). A letter from GEO Co-Chairs to the appropriate agencies (US, Germany, Italy) on this issue in 2005.

Target 3 Tsunami, GSN Advocate expansion of seismic monitoring networks, plus expansion of the present network of ocean-bottom pressure sensors, and upgrade existing global networks (e.g. the GSN) so that all critical instruments relay data in real time, in support of better tsunami warning worldwide. GEO established Tsunami Working Group with IOC. This is one of the high priority tasks within GEOSS Work Plan.

  23. Target 4 DAPHNE Facilitate focused pilot studies in under-served hazardous areas,for example Japan’s Deployment of Asia-Pacific Hazard-mitigation Network for Earthquakes and volcanoes(DAPHNE). DAPHNE is one of the major contributions of Japan to GEOSS.

  24. Target 5 Real time flood forecasting Facilitate ongoing capacity building, with a focus on transferring technologies and best practices. Also essential are best practices for the dissemination of real-time information and early warnings to end users and the public. Specifically, improvements in real-time flood forecasting for developing countries should be a priority, in concert with efforts by UNESCO and WMO to expand and improve flood-related information systems. GEO will work with WMO & UNESCO

Target 6 Geostationary Satellites for Hazards Application Facilitate effective monitoring from existing geostationary satellites, launched primarily for weather monitoring, for non-weather applications such as volcanic eruptions and volcanic ash clouds, forest fires, aerosols, and other hazards that require a high observation frequency. GEO will work with WMO: -Identify existing applications from geostationary satellites for non- meteorological hazards -Identify required applications based on social benefit areas

  26. Target 7 InSAR Advocate integration of InSAR technology into disaster warning and prediction systems, in particular related to floods, earthquakes, landslides and volcanic eruptions. The ERS (European Remote Sensing) and Envisat missions of the European Space Agency have pioneered these applications and should be continued for global, long-term applications. Also, the Canadian Space Agency’s Radarsat-1 mission with its InSAR capability contributed significantly to the development of applications related to geohazard monitoring and research. In this respect, Radarsat-2 should be a data source for geohazard InSAR applications. As part of this effort, efficient exploitation of data from Japan's upcoming Advanced Land Observation Satellite (ALOS) should also be facilitated. Its L-band SAR sensor is the first such sensor since 1998. InSAR technology is high priority as Continuity of Critical Observations in 2006 Work Plan

Target 8 Inventory of geological and hazards zonation maps Produce an inventory of existing geologic and hazards zonation maps and identify areas and types of hazards where they are most critically lacking, or where maps need to be digitized. All hazards should be considered however a preliminary focus on geological hazards might be appropriate.

  28. Target 9 GSDI Advocate further development of the Global Spatial Data Infrastructure (GSDI) and draw on GSDI components as institutional and technical precedents. GEO Architecture and Data subcommittee will work on this issue.

  29. Target 10 Gap analysis for Disaster Management, Capacity-Building Produce a comprehensive gaps analysis to assess the status and regional distribution of existing disaster management capacity-building programmes and initiatives. • This issue will also be addressed in the Capacity Building Work Plan of GEOSS. • At IGOS-Geohazards Workshop, the following actions were taken : • -Compile and maintain an inventory of existing materials, programmes and training infrastructure • -Identify and structure list of geographical zones and concerned geohazards where capacity building activities must be developed in the short term
