OVERVIEW FOR 2011-12 IAY SGSY/AAJEEVIKA PMGSY BRGF
MGNREGS:Issues • BNRGSK (Bharat Nirman Rajiv Gandhi Seva Kendra) required to be constructed in each gram panchayat to be the knowledge centre hub of MGNREGA data collection and entry at village level and also for providing space for a Post Office, if required. GOI being proposed for permitting installation of VSATs in BNRGSK for uninterrupted connectivity. • In 4 valley districts, of 165 GPs, 101 BNRGSK have been constructed and 66 will be constructed in FY 2012-13. • In 5 hills districts, of 3399 revenue villages, 305 BNRGSK have been constructed and the remaining BNRGSK in the 3094 villages will be constructed in subsequent years.
MGNREGS:Issues • 106267 MGNREGS Job Card Holders have opened account in banks and 154564 in post offices (56%). Balance Job Card Holders are being paid through payment committees. • Backlog State Matching Share is Rs.10621.35 lakh. Unless paid, no central share will be released in 2012-13. Planning Department has advised D/o RD to make provision in 2012-13.

SGSY/Aajeevika: Setting up of RSETIs Matter discussed in SLBC held on 24th Feb, 2012. It was agreed by bank concerned that RSETI will be started in 2 month’s time from the date Govt. buildings are provided/pvt buildings identified by the DCs . District-wise status report shown below:

Panchayat ELECTIONS • Last election to Panchayats (165 GP & ZP) was held on 19.09.2007 • Term of existing Panchayats ( GP & ZP) is due to expire on 23rd October, 2012. • Details of Nos. of GPs are given below:
13th FINANCE COMMISSION • Model Panchayat Accounting System(MAS)/PriaSoft- Formation of the State MAS Committee is under process. • Technical Guidance & support for audit of PRIs &ULBs to be provided by the CAG Office. • Funds to be transferred to local bodies within 5 days of their receipt from the centre. • Ombudsman( Lokayukta)
