A good RIA plan is important for: A common understanding Constituting a relation between the goal and how to get there Connecting the responsibilities of each participant and the goal Management and evaluation Creating progress and buy-in
Reasons for Good Planning Communication Management Clarify resources needed Be able to delegate tasks Keep track of progress Identify key points in the process Deliver on time Good planning is based on goals and objectives
Components to consider in structuring the plan Objectives Target areas Milestones Activities Responsibilities Resources Timing All this is put into a planning matrix
Target areas are: Derived directly from the overall goal of the RIA Grouping of major tasks Can be planned independent of each other but need to recognise interdependencies Limited number of areas (5-10) Examples of target areas: - Planning and co-ordination - Problem definitions and options - Analysis - Consultation
Are identified by asking: How do we achieve the objective Break down objectives into managable units Give clarity and guidance Are operational Help to allocate resources and responsibilities Enable communication with decision makers, like steering group Milestones demonstrate: - Stakeholder analysis - Consultation material prepared - Agreement of key decisions by steering group Milestones:
Setting objectives for target areas means: Objectives are found by asking - what should we deliver to achieve the target area? Good objectives are: - Specific - Measurable - Accepted - Realistic - Timing For example, objectives may state that: - The RIA will include at least 3 options for analysis (by May 009 - Consultation will be undertaken with major stakeholders (by October 2009)
Activities Steps needed to realise the milestone Low-level planning Shorter timespan Example:
Identifying responsibilties: Dividing tasks in the RIA team Identifying and effectively using the right competences Example
Specifying the workload Based on target areas, objectives and milestones Estimation of expected workload Use previous experience to be realistic Example: 2 hour meeting with 4 person RIA team = 1 manday (8 hrs) Can be done by month or target areas
When the plan becomes communication Steering group decisions (milestones) Team members know their responsibilities Awareness of competences needed Ways to handle external challenges, example: - Change of deadlines - Change in resources available - Delays in deliveries
Interactive session II – Planning an RIA Working in groups, with supporting material, you will: Focus on target areas, objectives, milestones Questions to discuss and prepare: - What is the problem to be addressed in the RIA? - What are the relevant target areas for the RIA planning and objectives? - What overall milestones are needed to reach the objectives?
