  7. Agencies have limited capacity to support DoD – sell each opportunity to participate as a force multiplier for all stakeholders. What is the Hook? Every exercise is an opportunity to “enhance _____ and DoD engagement”. So what does agency participation in your event gain the agency? Agency participation needs to be more than reading a script. Realism = Meaningful Interagency Participation Early involvement planning in Joint Event Life Cycle Opportunity/Benefit to Agency

Individual fulfilling requirement will have opportunity to work with and learn about how their agency’s assigned representatives to the command can influence the COCOM’s senior leadership decision process. Individual will also have the opportunity to provide inputs that can improve or increase agency’s role in COCOM HQ Staff and Agency relationships. Opportunity/Benefit to Agency

  9. “Participating agency will benefit from interacting with the participating countries, assisting in building US relationships in the region and assist in fulfilling USG ANDagency goals and objectives for the region.” (Specify like goals and objectives intended to be met by participating) “Provide agency reps exposure to host nation commanders and coalition staffs.” Opportunity/Benefit to Agency

  10. Who: agency and skill set – what capability Participation Expectations: Level of participation / Frequency Avoid terms such as Subject Matter Expert. Or at least specify a particular knowledge area. Functionally and geographically specific What: State the IA partner contribution & benefit: white cell/control group, represent agency equities, collaboration, plan, advise, “act as”, “assist”, “shape” Why: Include as much of the known scenario as possible in order to give IA partners an idea of what asset may be appropriate for the exercise Where: COCOM HQ, JTF, staff, remote, JTEN, reach back Request Capability/Requirement COCOMs/Services should define the capabilitythat the requested IA partner can provide during the Joint Event Life Cycle and during exercises.

Require OEF PRT SME (leader, member, trainer) for Brigade Combat Team training and to act as a consultant to, and assist, the exercise control group with relevant current issues and concerns.” “Provide Department/Embassy level REACHBACK support throughout the planning and execution phase. Must have European and Asian regional economic expertise” Requirement

Issues IA currently working to develop training, exercise & experiments strategies. • Accommodate Interagency interest to participate in DOD exercises. • Adaptive planning for IA participation not originally requested for support. • Expect DOD funding to influence IA selection of DOD exercises

Issues Consider planning conferences in the JELC as an additional opportunity to engage the IA. • Allows them to inject their equities and shape the exercise to the benefit of both the IA and DOD. • Fosters professional relationships as a collaborative partner. • Eliminates under usage of IA participants during DOD exercises • Direct efforts of contracted role players

DOD Business Rules • Purpose: • To improve U.S. Government readiness by maximizing the benefit of multi-agency participation in training, education, exercises, and experiments (TEEE) • Standardize and focus the process for requesting interagency support to DOD events • Planning and Coordination: • Designates Joint Staff J-7 as focal point for interagency coordination • Establishes DOD Interagency Training Coordinator Working Group • Establishes DOD framework for requesting and tracking interagency participation in DOD events

Joint Staff J-7 Roles & Responsibilities • Focal point for DOD entities for U.S. Government Interagency participation in their training, education, exercises, and experiments • Focal point for U.S. Government Interagency Community for DOD participation in their training, education, exercises, and experiments • Standardize the request and sourcing process • Collate requirements from both DOD and the U.S. Government Interagency Community • Present opportunities to Interagency Community • Identify gaps

FY10 Activities: Planning is in progress; JS J-7 will facilitate coordination of FY10 support as needed DOD will develop interagency processes and relationships with interagency partners DOD will identify and present FY11/12 USG Interagency event opportunities to interagency partners JS J-7 will coordinate interagency requests for DOD support JS J-7 will publish Interagency Participation Plans DOD Interface With Interagency Partners
