Ocean Resources All living or non-living natural, historical, or cultural resources found in, or migrating through coastal waters and habitats of Lake Erie, the Delaware River, the Schuylkill River, and inland watersheds of Lake Erie, the Delaware Estuary, and their contiguous tidal and freshwater wetlands.

Ocean Resources Policy • Approved as routine program change, June 2003 • Defines Pennsylvania’s Ocean Resources • Establishes enforcement policy to actively assist networked agencies in preventing introduction, spread, and transfer of ANS within coastal zones and state watersheds, and to facilitate eradication • Incorporates regulatory authority through Noxious Weeds Law, Aquacultural Development Law, Fish and Boat Code, Clean Streams Law, and Dam Safety and Encroachments Act • Primary CZM regulatory tool- permit review of wetland mitigation plans

  5. Ocean Resources Policy • Establishes encouragement policy to limit introduction and spread of ANS in coastal zones by providing funding and technical assistance for research and outreach, coordinated multi-species management, and rapid response to unintentional introductions

Aquatic Invaders of the Delaware Estuary • ~75 attended; diverse participation • Presentations and poster session on pathways, regional and local initiatives, Phragmites, economic costs • “An awakening!” • “Surprised at the magnitude of cost to society” • “Showed the magnitude of the problem- gives strong argument for decision makers - knowledge of and access to resources.” • “Are we planning on doing an annual symposium?” • Participants ranked Delaware Estuary watershed coordination as the best means for tackling ANS

Lake Erie Aquatic Exotics Squad • Volunteer monitoring program • Partner with Clean Lakes Program, and CVMP • Assess current distribution, detect new invaders • Target private landowners, clubs, NGO’s in Nonpoint Source Management Boundary • Pilot for statewide effort • One-day training • Species Biology and ID • Sampling techniques • Data Collection

Statewide Management Plan • Interagency Invasive Species Workgroup since Oct 2002 DEP, DCNR, PDA, PFBC, PGC, PennDOT, DOH • Comprehensive analysis of legislation; control and management, education and outreach, and early detection and rapid response initiatives • Draft Executive Order to formalize Invasive Species Council • Agency, Private industry and Public representation • Tasked with developing management plan
