  2. 2003 SAM T&S Division Report Executive Summary We’ve been bailing furiously and the results are beginning to show… • We understand our mission is to advocate and advance the understanding of professional responsibilities, opportunities and context in which engineers practice • During the 2002-2003 operating year, we delivered technical content – primarily technical sessions and proceedings at one conference - in all five of our subject areas. • We substantially grew our active volunteers from 4 to 33 and our primary membership by 3% - 6th best among all ASME technical units • We organized these new volunteers into a 14 committee matrix structure lead by five programs; we also re-constituted our executive committee and re-established leadership succession • But we did all this while incurring an estimated year-end deficit of $800 at the same time that COE has an urgent mandate to eliminate its overall operating subsidy • We also have a number of administrative gaps remaining to be closed: • Key volunteer leadership vacancies remain • Strategic, operating and financial plans and governance documents are required • We still don’t know or understand our customers and stakeholders … But the water is still dangerously high and we continue to leak.

  4. 2003 SAM T&S Division Report Mandate and Mission The Technology & Society Division is the home within ASME for the Engineer- Advocate. "The professional opportunities and responsibilities of engineers increasingly demand appreciation of the environmental, social, legal, ethical and political context in which engineer's work is embedded.” Core Need To advocate and advance the understanding of professional responsibilities, opportunities and context in which engineers practice. Mission The T&S Division is the pre-eminent ASME authority and source of advice and advocacy for engineers’ interactions within their society and environment. Vision 1,000 members, 100 volunteers, 10% surplus and 1 central place for professionalism and responsibility Key Objectives

  5. 2003 SAM T&S Division Report Technical Products & Services Delivered During the 2002-2003 operating year, the division completed a number of technical activities focused on conference sessions and proceedings.   6. 2003 SAM T&S Division Report Financial Results Division will balance its books by drawing upon an ~$800 operating subsidy; most expenses are associated with face to face meetings.   7. Passive Active 2003 SAM T&S Division Report Volunteer & Member Resources Active volunteers have grown rapidly since December, 2002, reaching over 30 by SAM; Primary membership remains flat. Volunteer Participation by Month Volunteers are Growing • Active volunteers have grown from 4 last June to 33 today • Passive volunteer network also growing No. of Volunteers Month: July, 2002 – June, 2003 Primary Membership by Month Membership Remains Flat • ASME technical units in total lost ~3,000 primary members • T&S primary membership is basically flat – 501 last June to 517 in May • This 16 member net increase is 6th best of all 39 technical units – largest unit increase was 110 No. of Primary Members Month: July, 2002 – June, 2003

  10. 2003 SAM T&S Division Report Administration Progress has been made to close administration gaps; some holes remain to be filled. • Several Administration Accomplishments… • Executive Committee vacancies have been filled and leadership succession has been re-established (pending E&TM and COE ratification at 2003 SAM) • 13 Program and Function committees have been established and 70% have named chairs • Basic information on the division website has been 80% updated or replaced • …But important holes still remain • Several key volunteer leadership positions remain unfilled • Committee Chairs • Ethics & Technology Program (division chair temporarily filling this role) • Website Function • Newsletter Function • External Affairs Function • External Liaisons • E&TM Operating Board • Board on Government Relations • No strategic or operating plan in place to set direction and ensure execution • No financial plan in place to achieve sustainable viability • Division members, stakeholders and customers are largely not identified, known or served • Governance documents are significantly inadequate • Bylaws last revised in 1978 and require wholesale revision / replacement • No operating guide exists

  12. 2003 SAM T&S Division Report Committee Activity Assessment – Ethics & Technology Program The Ethics & Technology Program will expand its activities to include closer collaboration with the Board on Professional Practice & Ethics • Nine committee members • Current focus on delivering technical content (conference sessions) in area of professional ethics as relates to engineering practice • Single committee with no sub-committees; no representation on T&S functional committees except external relations (liaison to BPPE) • Accomplishments since SAM 2002: • Recruited nine new committee members • Goals for next twelve months: • One short course at DETC 2003 • Two technical sessions at Congress 2003 • Expansion of committee to include additional BPPE volunteers • Go/no go decision on new stand-alone ethics conference for 2005 • Four website and one print newsletter articles • Document proposal for student “ethics” competition • Resource needs: • 4 – 8 active volunteers and one strong committee chair • Staff support for conference investigation • Seed money for student competition • Estimated 500 hours of volunteer time (total)

  16. 2003 SAM T&S Division Report Committee Activity Assessment – History & Society Program One line overall summary of the History and Society Committee • Number of committee members: Three Confirmed Members (Hiroshi Honda, Chair, Petter Krus (Sweden), and Winfred M. Phillips (ASME Past President)), and several more Prospective Members to be recruited from presenters at T&S’s History Sessions for IMECE 2000 to 2003 and from Region XIII. • Mission: Identify, plan and promote research activities, and organize sessions for ASME’s IMECE and other events. • How committee is organized: Planning and Organizing Sub-Committees (addition is considered), and A Representative to T&S Honors and Awards Committee. • List of specific accomplishments: 5 Sessions of History of Manufacturing Engineering & Technology, Energy Engineering & Technology, Heat Transfer, Bioengineering, and Panel on Industry, Technology, Society and History were held at IMECE 2002 under collaboration with other technical divisions. • List of 2 – 5 goals for next 12 months: 1) Recruitment of both American and International Members, 2) Enhanced Research Activities, 3) Expanded Technical & Tutorial Sessions, 4) Identification of New Business, and 5)Promotion via Publication and media. • Resource needed to accomplish these goals: Recruitment of representatives from other Technical Divisions and other relevant societies is desired.

T&S History and Society Committee Functional Assessment1 Function Description Rating Evidence Conferences Sponsor conference sessions to achieve technology transfer We perform consistently well in this area at IMECE 2000-2003. Coverage Cover Division constituents’ entire technical area of interest Fairly good portion of area of division members’ interest is covered. Learning Promote life-long learning by developing seminars, tutorials and, continuing education courses There is much to learn from sessions of the history and interaction between technology and society Recruitment Seek out, identify and encourage individuals interested in new technology or applications to organize under ASME Core members were recruited. More will be recruited shortly. Applications Cooperate with other Divisions and Societies to identify how basic Division output may be used in products and designs IMECE 2002 sessions jointly organized by Heat Transfer, Manufacturing Engineering Divisions, etc. are clues. Cooperation - CMA Units Actively seek and implement sponsorship of joint meetings, lectures or other functions of mutual interest with Sections and Technical Chapters IMECE 2002 sessions with Heat Transfer, Manufacturing Engineering, etc. Divisions were hosted. Viability Seek ways to become financially viable while providing quality technology transfer through short courses, conferences, exhibits, directories, reports, etc ASME’s senior members are a driving engine to make sessions available. Committees Establish a sufficient number of technical committees to cover the division's technical scope and attract more active members Two sub-committees and a representative to Honors and Awards Committee were named. Leadership Provide active leadership in incubating, shaping and developing the ideas, technologies, disciplines and areas of application represented by the Division H&S sessions with domestic and international presenters were and will be organized at IMECEs 2002 and 2003.

Research Identify research needs, foster their fulfillment and translate the results by working with group Vice Presidents and the Center for Research and Technology Development Some H&S papers presented at IMECE 2001 & 2002.are well researched. Publication Encourage and assist in publication of significant information related to Division technology Proceedings of IMECE 2000 - 2002 include H&S papers. Recognition Recognize individuals with outstanding achievements in the Division's technical field Official recognition is yet to come. Students Encourage student participation in Divisional activities Mostly senior members. Student members are yet to be recruited. Journals Maintain quality publications and journals A proposal is under consideration. Minorities Actively promote the participation of minorities and women in the activities of the Division and its Executive Committee Women and minorities well are represented. Newsletter Provide information on new technologies and describe the activities of the division and its officers and members by publishing a newsletter Jointly with E&TM; the session information is provided.

  20. 2003 SAM T&S Division Report Committee Activity Assessment – Honors & Awards Function The T&S Honors and Awards committee will become a sustainable organization contributing to division and society goals in the next year. • Two members of record (Andy and Jean-Pierre) with much participation from others; additional members to be added shortly • Mission: To further the goals of ASME and T&S through recognition of the outstanding. • Single committee without subcommittees; one representative to Edison Patent Award Committee • Accomplishments • Committee was convened • Representative to Edison Patent Award Committee named • Goals • Complete staffing of committee • Solidify goals into concrete, written plans of action for: • Providing representation to awards committees associated with T&S • Promoting, finding candidates, and selecting recipients of T&S awards • Resource needs to accomplish these goals • Chairman’s time to complete leadership plan • About three more participating committee members and about three volunteers willing to represent T&S on other awards committees.

  24. 2003 SAM T&S Division Report Committee Activity Assessment – Conference Function Conference Committee (New) – develops and coordinates T&S Division participation in ASME sponsored events • One active committee member presently (Frank Spanitz – Chair), plus each T&S program committee chair provisionally designated as their committee’s liaisons pending solicitation of active volunteers to fill those volunteer positions. • Mission Statement – foster, coordinate, and expand T&S participation in Society sponsored conferences to enhance the Division’s visibility and revenue stream. • Single committee with no sub-committees presently; no representation on other committees. • Accomplishments: coordinated T&S session participation for IMECE 2003. • Goals:- Coordinate T&S participation in: IMECE 2003/2004; NMW 2004; Design Engr’g Tech. Conference 2003; PVP Conference 2004; Electric Power Conference 2004.- Foster joint sponsorship conference participation with other divisions and units- Further develop committee organizational structure needed to meet committee’s specific conference objectives and ensure each program committee’s needs are met.- Expand committee membership by soliciting volunteers. • Resource needs: 5-8 active volunteers; staff support.

  26. 2003 SAM T&S Division Report Committee Activity Assessment – Professional Development Function The Professional Development Committee will preserve and continue past programs and develop new courses to further enhance engineering skills. • No committee members, one committee chair • Focus on providing technical content (conference short courses) in areas most lacking within the work place and undergraduate engineering programs • Single committee with no sub-committees; no representation on T&S program committees • Goals for next twelve months: • One short course • Two technical short courses at Congress 2004 • Expansion of committee to include additional volunteers • Resource needs: • Newly formed committee, unsure of the number of required volunteers
