EUMEDIS IP Interconnection Initiative Objectives • To fund the (Internet based) interconnection between the European research network (i.e. GEANT) and the research networks of Mediterranean partner countries • To create an infrastructure all around the Mediterranean region, which will transport any sort of co-operative research application • To provide the necessary network resources for the pilot-projects addressed by Strand two of the EUMEDIS initiative • To boost the development of the Internet in each Mediterranean country European Commission - DG Information Society
€ The role of the European Commission • The EC has provided crucial investments for the interconnection of national research networks in Europe and the EUMEDIS initiative will allow this to be extended to Mediterranean partner countries • To enable the creation of a multi-megabit/s network infrastructure for research and education • The EC will ensure that use of the available funds complies with the rules for sound and efficient management of public funds European Commission - DG Information Society
The role of the Partners • The first aim of the EUMEDIS IP Interconnection Initiative is the support of National Research Network Centres (NRNCs) in the Mediterranean area which will use the Internet connectivity provided by the EUMEDIS Strand one activity Lot 2 (IP Interconnection Initiative) for the benefit of the national research communities. The role of the Partners (cont.) • The National Research Network Centres (NRNCs) in the 12 Mediterranean partner countries provide, on a national basis, services to the research and education communities and they have the required knowledge of the needs of their end users. • The specific role of the NRNC organisationsin this initiative is to be responsible for defining the detailed requirements and specifications of the interconnection network. The role of the Partners (cont.) • The second aim of this initiative is targeted at the provision of bandwidth to NRNCs, to connect them amongst themselves and to the European research backbone network European Commission - DG Information Society
Services to be provided • The NRNCs will perform a detailed analysis of the regional needs in the field of research networking and will ensure a good implementation of the interconnections • This analysis will constitute the terms of reference for a tender for bandwidth provision and technical co-ordination European Commission - DG Information Society
The role of the Telecommunications Operatorsand Service Providers • To provide the required infrastructure and services • Because these markets are mostly competitive ones, they will be invited to submit their proposals in response to open calls for tenders • Through their R&D activities and commercial developments, they also contribute to the shaping of the emerging technology landscape and market evolution European Commission - DG Information Society
€ € Funding • A proposed initiative should provide a multi-annual frameworkthat could be awarded with a contract of up to 2+5 MEuro (representing up to 80% of the overall cost of the initiative) • To finance collectively by the EC and NRNCs • the planning • procurement • cost and management of the interconnection of the NRNCs • The approach must ensure that network connectivity andservices are procured competitively and financedjointly by the EC and NRNCs European Commission - DG Information Society

Common EC Policy Interests (cont.) • Ensure European-Mediterranean Cohesionby mobilising the largest possible number of the 12 EUMEDIS partner countries • Efficient and Transparent Use of Community Funds(e.g. by taking into account that Cyprus and Israel are already connected to GEANT) • Sound and Efficient Managementof the Initiative European Commission - DG Information Society
High Level Requirements • Increase the collaboration of European and Mediterranean researchers through the provision of an interconnected research infrastructure • Keep the network up with technological developments • Carry all traffic accepted by the NRNCs(common Acceptable Use/User Policies) European Commission - DG Information Society
High Level Requirements (cont.) • Support any research traffic and the connectivity needs of pilot projects • Not carry any commercial transit traffic • The initiative should periodically review the project and (re-)assess priorities European Commission - DG Information Society
High Level Requirements (cont.) • Provide a stable multi-megabit/s transport network for production-quality data communications • Offer a flexible and scalable access topology from all connecting countries by providing one point of presence (PoP) in the largest possible number of the 12 NRNCs • The network should be easily accessible for research needs,on an open non-discriminatory basis, and provide access to pilot projects. • Include means for traffic measurements European Commission - DG Information Society
