Issues Identified by the State Government • Food grain Flow Management • Multiplicity of Agencies involved: FCI, SFC and Local Transport Agent • Non Availability of Rice in FCI Godowns at certain points • Lack of Storage Capacity in Schools leading to early spoiling of stored food grains • Lack of robust Information Systems as to exact balance in schools
Issues Identified by the State Government (Cont’) • Fund Flow Management to Schools • Lack of robust information systems as to the exact financial requirements at the school level • Time taken in fund transfers • Delays at the District Unit Level • Lack of expertise in handling large cash transfers • Delays at the level of Banks • only 51% of schools have CBS Bank Accounts • Actual fund transfers by banks take an inordinate amount of time
Issues Identified by the State Government (Cont’) • Provisioning is required all round the year, while provision for cooks-cum-helpers is only for 10 months • The monthly honorarium for cooks-cum-helpers at Rs 1000/- per month is too low • Monitoring the quality of rice supplied • Ensuring payments to the FCI against quantities offtaken
Solutions Being Attempted • Internet Based Management Information System • The BRPs (Block Resource Persons) obtain reports from schools at end of month and enter them by the 7th of the succeeding month <210.212.23.52/mdm> • Software flags schools which would require funds/ food grains • The District i/c transfers funds by 15th • RTGS transfers for CBS Accounts • Cheques to be made available otherwise by 15th
Solutions Being Attempted (Cont’) • Internet Based Management Information System (Cont’) • The State Headquarters gets exception reports and initiates action in cases of lapse • Accounting Functions being outsourced to CA firms in the Districts to ensure continuity and uniformity of practices • SMS based daily reporting system is being designed and would be operationalised this year
Solutions Being Attempted (Cont’) • State Food Corporation shall stamp all bags with the logo of the scheme • Districts to ensure payment within a week of FCI informing them of offtake of grains • Cylindrical Storage Bins being proposed for each school to improve storage
Requests to the PAB • To sanction a sum of Rs 1 crore towards Internet Based MIS • To sanction a sum of Rs 3 crore towards daily SMS/ IVRS based monitoring • To sanction a sum of Rs 36,72,12,000 towards providing Cylindrical Storage Bins in each school • To sanction a sum of Rs 1500 for a period of 12 months towards honorarium of the cooks-cum-helpers
Requests to the PAB (Cont’) • To sanction additional amounts to each school to purchase plates and cutlery for the children • To sanction a sum of Rs 9.17 crore towards imparting training to cooks-cum-helpers on Hygienic Cooking Methods • To increase the Transportation Allowance from the present Rs 75/- per qtl to Rs 95/- per qtl
