I-190 & NY Rt. 265 Over NY Power Authority Reservoir New York Power Authority Coordination • The NYPA has been actively involved in providing their requirements and constraints for the Project, which are included in the RFP Part 3; • After award, the Design-Builder will be required to coordinate with the NYPA through the Department, in particular for: • Turbine shutdowns; • Background/security clearance; • Containment System Design and Installation • Superstructure Demolition Plans
I-190 & NY Rt. 265 Over NY Power Authority Reservoir Adjacent Contracts Status • PIN/Description: 5055.11 – Lewistown Queenstown Plaza Access Ramp Project • Anticipated Letting Date: April 2015 • WZTC: TBD • Contractor: TBD • NYPA Project: “The Niagara Shared Campus Initiative” • May impact this Project. • Advanced detailed plans for the Project show Traffic Control being placed along I-190 and NY 31. • The Design-Builder shall contact NYPA through the Construction Quality Assurance Engineer (CQAE) to coordinate their efforts with this Project.
I-190 & NY Rt. 265 Over NY Power Authority Reservoir Right-of-Way Status • The acquisition of rights will be completed via filing of permanent and temporary easements maps a few months after NTP, but for the interim, a right of entry permit for the Project will be issued by the NYPA; • Infield area between I-190 NB and SB and between I-190 and NY265 will be available to the Design-Builder for materials storage / staging areas; • Area west of I-190 SB adjacent to Bridge abutment may be available for staging and access only.
I-190 & NY Rt. 265 Over NY Power Authority Reservoir Utility Status In accordance with Part 4 – Utility Requirements, Design-Builder is responsible for: • Verifying utility facility locations; • Identifying & resolving any conflicts not yet documented; • Coordinating with utility owners for utility relocation; • Providing stakeout and final layout of utility relocations; • Protecting existing utilities; • Cost to repair damages to utilities caused by Design-Builder; • Informing the Department of all meetings/correspondence with utility owners; • Being Party to and signing the Three-Party Utility Agreement.
I-190 & NY Rt. 265 Over NY Power Authority Reservoir Utility Status • Verizon (NY 265): • Verizon will doghouse on the existing duct bank, abate asbestos and leave the DB a stub conduit from which to begin their work. • Design-Builder shall Construct 8-conduit duct bank across the structure between new manholes according to Verizon Standards; • Verizon shall be responsible for pulling new cable. • Time Warner Cable (NY 265): • Work involves construction of new 2-conduit duct bank across the structure, to be connected to Verizon manholes; • TWC shall be responsible for pulling new cable.
I-190 & NY Rt. 265 Over NY Power Authority Reservoir Utility Status • National Fuel Gas (NY 265): • Work involves replacement of existing gas main across the structure; • Pipe, hangers, link seals and sleeves will be provided by National Fuel Gas at no cost to the DB; • Installation of gas lines shall be performed by National Fuel Gas, with assistance from the DB (As described in Part 4 – Utility Requirements); • All other work (excavation, core drilling the abutment, etc.) shall be performed by the DB (As described in Part 4 – Utility Requirements). • The Design-Builder shall schedule his activities related to this gas main work such that gas service will not be disrupted during the heating season (November 1 through April 1)
I-190 & NY Rt. 265 Over NY Power Authority Reservoir Utility Status • National Grid (I-190 NB): • Work involves construction of new conduits to replace existing; • Limits to be provided in Final RFP per National Grid Requirements; • New electric and fiber optic cables to be pulled by National Grid. • Occidental Chemical (NY 265): • Coordinate with Occidental Chemical for purging of abandoned Hydrogen line; • Removal of the line shall be the responsibility of the DB.
I-190 & NY Rt. 265 Over NY Power Authority Reservoir Utility Status • Town of Lewiston Water Department: • Work involves relocating existing 24” water mains from NY 265 to SB I-190; • All work to be performed by the Design-Builder to the requirements of the Town of Lewiston Water Department (As described in Part 4 – Utility Requirements
I-190 & NY Rt. 265 Over NY Power Authority Reservoir Contract Information • Lump Sum Design-Build Contract; • Best Value Selection Process (60% Price, 40% Quality); • Project Completion Date shall be the earlier of: • August, 2016; or • The number of days past NTP proposed by the successful Proposer on Form SCD (ITP Appendix D) • There are No Intermediate Completion Milestones; • There is a Payment Schedule provided in the RFP; • $120,000.00 Stipend to Unsuccessful Proposers; • Liquidated Damages will be imposed for not meeting the Project Completion date; • Escrow Submission of Bid Documents for Successful Proposer;

I-190 & NY Rt. 265 Over NY Power Authority Reservoir Quality Control (QC) • QC is Design-Builder’s Responsibility • Design-Builder shall appoint a QC Manager responsible for QC Plan for both Design and Construction • Design QC shall be by the Designer in accordance with the QC Plan • Construction Inspection shall be by an Independent Engineering Firm (Hired by the Design-Builder) • Materials Testing shall be by an Independent Materials Testing Firm or Laboratory (Hired by the Design-Builder) • The Materials Testing Firm shall report to the Construction Inspection Firm • Offsite Plant Quality Control shall be performed by the Design-Builder
I-190 & NY Rt. 265 Over NY Power Authority ReservoirQuality Assurance (QA) • Design and Construction QA is Department’s Responsibility • The Department may perform QA on any of the Design-Builder’s activities • The Department will utilize an independent Consultant to perform QA of the Design-Builder’s Designs • Construction QA will be performed by Department staff • Offsite Plant Quality Assurance will be performed by the Department
