  2. DIRT ROAD ISSUES • Public Health – detrimental health conditions with exposure to particulate matter • Safety – unpaved roads are less safe for motorists than paved roads, primarily due to loss of visibility due to dust and loss of traction due to loose materials • Quality of Life – increased vehicle maintenance costs, dust issues, emergency access • Maintenance –grading roads is recurring routine maintenance, spot repair and rehabilitating dirt roads is additional maintenance. Level of service has decreased due to budget constraints. • Stormwater Issues – unpaved roads are very susceptible to washouts during heavy rainfall events causing erosion and sedimentation control problems • Environmental Issues – storm water runoff from unpaved roads washes sediment downstream into environmentally sensitive lands or in natural waterways. This sediment is a source of nutrient pollution to our waterbodies.
