Overview Historical perspective of why US&R WMD • Conducting collapsed structural rescue in the aftermath of a weapons of mass destruction incident • Preparation includes • Training • Specialized equipment • Standardized procedures
Overview Training developed • US&R WMD Enhanced Operations (all TF members) • US&R WMD Considerations for Hazardous Materials Specialists (all Haz Mat Specialists) • US&R WMD Considerations for Medical Specialists (all medical personnel)
Overview 2002 Olympic Winter Games • CA-TF1 • AZ-TF1 • NE-TF1 • TN-TF1 • TX-TF1 • VA-TF2 2002 Winter Games designated NSSE (National Security Special Event)
Objective Upon completion of this module, the students will identify and state the mission of the US&R TFwithin a known or suspected WMD environment
Mission To ensure all US&R TF members can safely achieve structural collapse rescues within or near a known or suspected WMD environment Additional mission is to assist with other missions in accordance with Federal directives
Mission WMD broad term to cover (B-NICE) • Biological • Nuclear • Incendiary • Chemical • Explosives
Mission • Defensive Emergency measures taken to • Prevent • Avoid • Minimize possible exposure • Offensive To effect rescue of structural collapse victims and control hazards
Staffing • Standard 70 person TF (air deployed) with the flexibility to add additional drivers for ground deployment • 10 Haz Mat Specialists • One to each rescue squad (4 total) • Two for decon • Two for safety coordination • Two for search team protection
Task Force Leader Asst Task Force Leader Safety Officer (2) Rescue Team Search Team Logistics Team Plans Team Haz Mat Team Medical Team Rescue Tm Mgr (2) Search Tm Mgr (2) Logistics Tm Mgr (2) Haz Mat Tm Mgr (2) Medical Tm Mgr (2) Planning Officer (2) Canine Search Medical Structural Rescue Squad #1 Logistics Hazardous Materials Specialist (2) Specialist (2) Specialist (2) 1 Officer/5 Specialists Specialist (4) Specialist (4) Canine Search Medical Technical Information Rescue Squad #2 Hazardous Materials Communications Specialist (2) Specialist (2) Specialist (2) 1 Officer/5 Specialists Specialist (4) Specialist (2) Technical Search Rescue Squad #3 Specialist (2) 1 Officer/5 Specialists Rescue Squad #4 1 Officer/5 Specialists Heavy Rigging/Equip. Integration • Haz Mat, canine handlers, and Medical personnel integrated according to mission • TF Leader has flexibility to alter before, during, and after incident depending on the situation There is no set organization to match all possible scenarios. Be flexible to last-minute changes.
Operational Parameters • All US&R TF resources available • TF personnel receive required training • Local support for air and water • Standardized procedures meet existing guidelines • Support by DHS and other agencies
Operational Parameters (cont.) • Safety is top priority • Search and Rescue may be body recovery • WMD equipment resupply cache • TF self-supporting for 72 hours • TF self-supporting for 36 hours in WMD environment
Operational Parameters (cont.) • Incident Support Team supplemented to address WMD issues • Logistics support • Force protection • Protection levels (CPC) • Interface with state and local government
Operational Parameters (cont.) • Operational concerns • Work periods and welfare • Briefings and Tactical Operations Plans • Continuity of Command
Concept of Operations Response possibilities • National Security Special Event • Sudden Onset Event • Event where secondary device releases NBC
Concept of Operations • Mobilization • Transportation • Interact with • IST • Local authorities • Other federal agencies
Pre-deployment Considerations WMD Protocol • Acetylcholine esterase baseline • ECG (if more than 6 months) • Prophylaxis • HCG (urine pregnancy test)
Concept of Operations Rescue Operation in B-NICE Environment • Rapid assessment and structural triage • Recon • Search • Rescue • Decon • Medical
Structural Assessment (Triage Team) • Used when TF has three or more buildings • Team has 2 Haz Mat and 2 Structural Specialists • May deploy as two teams • No search until triage complete • Structural assessment while establishing BoO and gather intel
Structural Assessment (Triage Team) • Haz Mat use point source detection • Area detection may be available • Level B or C PPE • Traditional protocols may not work • Haz Mat Spec and TFL evaluate and set level of PPE
Reconnaissance Team • Formerly Search and Reconnaissance • Gain overview of area • Components • Structural assessment • Triage • Canine search • Physical search
Recon • Use detection/monitoring equipment • Use sampling procedures • Provide identification and site characterization • Appropriate PPE • Exclusion zone information • Identify rescue opportunities
Search • Canine limitations • PPE required
Rescue • Operations limited due to PPE • Haz Mat Specialist to squads • Site may be organized similar to Haz Mat incident site • Work cycles may be compressed due to CPC equipment limitations • Local support for air supply
Decon • All TF participate in decon • Decon supervised by Haz Mat Specialist • Standardized decon procedure • Monitoring equipment assigned to decon site • Decon for TF and limited victims • Local support for water supply
Medical • Prophylaxis initiated at POA • Enhanced pharmaceutical cache • On-going medical surveillance • Monitoring of patients
Medical • TF personnel monitored for psychological and physiological • Short-term • Intermediate • Long-term • Treatment based on information
Physical Criteria • Able to work long, strenuous hours • Able to work in CPC and respirator • Capable of performing other tasks in TF
Mental Criteria • Must want to be on TF • Willing to work in a contaminated environment • Willing to perform other tasks of TF • Willing to use Mark I injector kit
FEMA WMD US&R Training Criteria • Task Force Training • Enhanced Operation (this course) • Haz Mat Specialists • Denotes any Haz Mat member on TF • Does not correlate directly to a state’s Haz Mat Specialist or Technician • Medical Specialists
Equipment Criteria • Familiarization • Detection • Monitoring • Demonstrate proficiently • CPC • Respiratory protection • Decontamination • Nerve Agent Antidote
New Times • Live in different times • Must have balance • Some believe, some don’t
Operational Security (OPSEC) Risk management tool to protect information critical to public safety missions • Protect unclassified information • Prevent adversary from using general information against us
OPSEC • DoD most familiar with OPSEC • IOSS • Homeland Security allows responders to obtain IOSS training aids
Pre-Deployment • Disseminate information • Memorandums • Emails • Website • Newsletters
During Deployment • Release of Information • Cell phone calls • Release of location and mission • Cyberspace • Souvenirs • Proactive
Federal Employee • Federal rules • Federal policies • Federal mandates
Demobilization and Post-Deployment • After action reports • Lecture circuit • TV interviews • War stories
OPSEC • Everyone’s business • Educate TF members • Optimistically cautious
Summary • History • Mission • Staffing • Operational Parameters • Concept of Operations • Criteria • OPSEC
