Subregional Planning Group Updates California ISO Paul Didsayabutra Market and Infrastructure Development, CAISO Transmission Expansion Planning Policy Committee June 17, 2010 Denver, CO
In this presentation – Updates on three major areas • 2011 Transmission Plan & Transmission Planning Process • Large Generation Interconnection • Small Generation Interconnection
2011 ISO Transmission Plan is ongoing • The Study Plan was finalized and technical studies are underway • The first set of study results will be published on August 15, 2010 • More information will be available in the 2011 Transmission Plan report which will be published in January 2011* * Draft version
Transmission Planning Process – Revised tariff filing • The proposed tariff amendments to implement a revised transmission planning process (TPP) was submitted to FERC in June 2010 • This proposal is the product of a comprehensive stakeholder process that started in September 2009 • In addition to the tariff, the ISO is also revising its Transmission Planning Business Practice Manual (BPM) • To provide more details • The first draft BPM will be posted on June 24, 2010
Transmission Planning Process – Revised tariff filing • Some key elements of the proposal • Use statewide conceptual transmission plan as an inputs to the ISO process • Establish a new category of transmission additions and upgrades (policy-driven), to meet state and federal policy requirements and directives • Comply with Order 890 • Create better synergies between the LGIP and TPP • etc For more information: http://caiso.com/27ab/27abcca86d1f0.pdf
LGIP – A lot of progress made in the cluster studies • Transition Cluster • The first cluster being studied under cluster approach • Currently in Phase II, technical study almost complete • More than 50 projects, total capacity exceeds 10,000 MW • Mostly renewable • Cluster 1 • Include approx 7,300 MW of new applications • Phase I study almost complete • Cluster 2 • Include approx 9,700 MW of new applications • Starting of Phase I study *Source: CAISO Generation Interconnection Queue, May 28, 2010
LGIP – Overview of Transition Cluster Phase II* MW Fuel Type MW Type of Resources MW Generator Type *Source: CAISO Generation Interconnection Queue May 28, 2010. FC = Full Capacity EO = Energy Only
SGIP – Modifications to the Small Generator Interconnection Procedures Initiative • A stakeholder process to obtain interested party participation to evaluate & consider SGIP modifications has been initiated • An issues paper was posted on April 1, 2010 • Several key issues & drivers • Significant increase in SGIP projects • Study process timeline, coordination with LGIP, etc • Deliverability assessment of SGIP projects • Etc • Target completion date: December 2010
