  1. Contemporary Sporting Issues: The National Lottery and Central Funding. Mr. P. Leighton St Mary's’ 11-18 High School

  2. Objectives for today… • Understand the importance of central funding in sport today. • Look at how the National Lottery funds different aspects of sport.

  3. Funding as it stands… • The main body of funding will always go to the top level of sport. • This is because sport is so high profile and enjoyed by so many in the world. • Task: what are some of the good and bad points of funding in the UK? (Homework)

  4. Good Features Lottery money available for excellence Wealthy Clubs Even competition with hemispheric rivals i.e. Rugby Union. 125m Government Initiative ‘Bring back our playing fields’ 2012 Olympic bid and success- more money to sport Bad Features Even Distribution of finance Little financial equality Ambition can outweigh means- bankruptcy? NGB-Loss of autonomy when selling sport. Limited government aid- commercialism more important in British Sport Public and private funding? Imbalance in activities and provision on levels of the performance pyramid. Answers…

  5. THEN… Since 1994 the Lottery has had a huge impact on British Sport and is now the PRIMARY source of sports funding. The lottery was set up to raise money for 5 good causes. The NoF was added in 1998. The lottery grants more than 200M annually. Decisions are made by the councils- NO POLITICAL INTERFERENCE. NOW… Credit Crunch! Less people are buying lottery tickets- sales declined: less money! E.g. sportscotland now receives just 18m compared to the 32m it received in 1998. Distributed by the 4 sports councils of the home countries. It is widely accepted that Britain would never have achieved the number of medals in the last 2 Olympics without the National Lottery. The National Lottery

  6. Elite Performers Sponsorship

  7. How does the Lottery support excellence? • NGB’s are given 25M of lottery funding each year to fund WCPP. • It also funds the UKSI with… • Training coaches. • Sports science backup. • Warm weather and acclimitisation training. • Travel and accommodation for competition. • Athlete development programmes. • Training facilities.

  8. Are there any issues with this programme? • Funding is aligned to success- if performers are not achieving their targets they lose their funding. • What does this mean to an athlete with potential or an established athlete who gets injured?

  9. Case Study: Jade Johnson… • Jade Johnson- British long jumper PB: 6.81m • Allergic to sand! • Was receiving National Lottery funding (meaning she didn’t have to work!) • November 2007- Lottery funding removed due to injury- found it hard to compete in top ranking competitions. • Came 2nd in Manchester 2002 WITH FUNDING • Came 7th at Bejing 2008 WITHOUT FUNDING.

  10. The World Class Pathway programme… • Introduced by UK Sport in 2006. • Programmes give 3 different levels of support to elite Olympic and Paralympic performers…

  11. World Class Podium… • If you are likely to be achieving Gold medals for your country this is the funding you will receive. • Whether or not you receive this funding depends on your sports… • Results in the last games • Competitive record • Medal capability • Consistence in producing medalists • Which sports or performers do you think will be receiving this for 2012?

  12. World Class Development… • Performers who show they are around 4-6 years away from achieving success. • Unusually, working towards an Olympic year performers can receive funding even if they are just going to be “Competitive” i.e. finish in the points, runner up etc. • Example of Tom Daley at Bejing 2008.

  13. Gifted and Motivated performers… • Performers who show traits of being excellent and seriously compete on the world stage. • This level of funding is given to those at a maximum of 8 years away from a medal. • Pupils within our school could be put of this pathway due to the G+T Programme within school and PE.

  14. Work for you… • Copy down the Elite Pathway Pyramid (pg261) • Copy down notes on “The World Class Events Programme” and “The National Lottery and Mass Participation” (pg261-262) Any Questions? See you tomorrow 
