  2. CAMINO REAL REGIONAL MOBILITY AUTHORITY The CRRMA is focused on advancing the El Paso region’s transportation system through its involvement in: • Project Financing • Project Management • Project Design • Toll Operations • New TRZ Projects

  3. PROJECT FINANCING State Spur 601 (Inner Loop) – Liberty Expressway • Inaugural CRRMA Bond Issuance of $233,355,000 • 7.4 mile connection between the Patriot (US54) and Purple Heart (LP375) Freeways • First bond issuance supported solely by pass-through proceeds

  4. PROJECT FINANCING Zaragoza Direct Connectors • TxDOT design and construction • CRRMA SIB Loan of up to $20,000,000 for construction • SIB Repayment Source – El Paso Transportation Reinvestment Zone No. 2 (pledged to CRRMA)

  5. PROJECT FINANCING Transmountain NE • TxDOT design and construction • CRRMA SIB Loan of up to $6,000,000 for City-Requested Aesthetics & Cost Overruns • SIB Repayment Source – El Paso Transportation Reinvestment Zone No. 2 (pledged to CRRMA)

  6. PROJECT MANAGEMENT Americas Interchange CDA • Design/Build Project - 3 DCs & associated Improvements • Total Project Cost - $141,000,000 – ARRA ($96M), CBI ($15M) & SIB Loan/Build America Bonds ($30M) • On Schedule for January 2013 Substantial Completion • CRRMA is managing the Project

  7. PROJECT MANAGEMENT I-10 Aesthetics • Total Project Cost - $10,000,000 • Partnership with TxDOT and City of El Paso to improve I-10 Corridor • Nationally recognized artist paired with El Paso artist for development of aesthetic improvements • CRRMA is managing the Project

  8. PROJECT DESIGN Americas Interchange All remaining design work being provided by the CRRMA: • Westbound Northbound DC • Westbound Southbound DC • Eastbound Southbound DC • Northbound Eastbound DC • Southbound Eastbound DC • Cloverleaf & Frontage Road

  9. PROJECT DESIGN Spur 1966 • Connection between Schuster and Paisano Dr. (US85), near UTEP • Coordination between TxDOT, UTEP and City of El Paso • Total Project Cost - $48,700,000 (estimated)

  10. TOLL OPERATIONS César Chávez Managed Lanes • TxDOT design and construction • 9 miles of managed lanes (electronic toll collection) • CRRMA negotiating with systems integrator for opening in late 2013 • First segment of the Southern Relief Route (alternative to I-10)

TOLL OPERATIONS Remaining Segments of the Southern Relief Route • Americas Managed Lanes – CRRMA is in the procurement process for preliminary engineering and environmental services • I-10 Managed Lanes – CRRMA has requested toll equity funding to pursue preliminary engineering and environmental services • Border Highway West – CRRMA is coordinating with TxDOT as it seeks environmental approval

  12. TRANSPORTATION REINVESTMENT ZONES New TRZ Projects The CRRMA is assisting El Paso County, the Town of Horizon City and the City of Socorro to create three new TRZs to develop a revenue stream that the CRRMA will use to design and construct approximately $70M worth of transportation projects.

THE FUTURE OF THE CRRMA Southern Relief Route Toll Facilities – develop/operate the Americas Managed Lanes, LP375 César Chávez Managed Lanes, LP375 Border Highway West and I-10 Managed Lanes Projects International Bridges – continue discussions with the City of El Paso regarding the management of the City’s international crossings Parking Facilities – continue discussions with private and public entities regarding the design/construction/operation of proposed parking facilities
