I-Current victims identification processes and challenges 1-Current victims identification processes The six steps of victim identification processes are as follows : -Initial Contact -Pre-interview assessment -Create interview conditions -Conduct interview -Consider other materials -Final decision

  5. 2-Challenges -Modus operandi: similarities and links between smugglers and traffickers -Lack of knowledge and skill: frontline officials often do not recognize trafficking crime when they see it. -Lack of victim cooperation -Lack of awareness of victims as to their own status as victims. -High level of trauma -Intimidation -Distrust of law enforcement officials

II-Current national inter-agency coordination frameworks and challenges 1-Current national inter-agency coordination frameworks are as follows : -National Committee for Leading the Suppression of Human Trafficking, People Smuggling, Labor Exploitation of Human Beings and Sexual Exploitation of Women and Children ( September 25, 2009).

(cont -Directive No. 009 S.V.Y dated September 28th, 2007 of the Ministry of Social Affairs, Veterans and Youth Rehabilitation on reintegration and follow up victims residing in the shelters of government and non-government organizations. -Prakas (declaration) No. 852 S.V.Y dated August 31st, 2009 of the Ministry of Social Affairs, Veterans and Youth Rehabilitation on the implementation of Policy on Protection of the Rights of Victims of Human Trafficking.

(cont -Policy on Protection of the Rights of Victims of Human Trafficking (August 31, 2009). -Prakas On Minimum Standards for Protection of the Rights of Victims of Human Trafficking (September 03, 2009). -Agreement on Implementation Guidelines and Cooperation between Relevant Governmental Institutions and Victim Support Agencies in Trafficking Cases Process (February 06, 2007).

  10. 1-Challenges -Lack of close cooperation between investigators and prosecutors. -Lack of effective inter-agency coordination and communication. -Lack of effective coordination among donors. -Lack of timely mutual exchange of information among relevant agencies.
