DRAF TRADITIONAL MEDICINE POLICY I. Introduction • This Policy is to be used as a reference guide and directive document for the implementation and management of Traditional Medicine in the Kingdom of Cambodia. • The Policy covers the practice of Traditional Medicine, training and education, the regulation of Traditional Medicine products including the manufacture, sale, import, export and distribution, Traditional Medicine research and international cooperation in Traditional Medicine.
DRAF TRADITIONAL MEDICINE POLICY I. Introduction • Traditional Medicine in the Kingdom of Cambodia provides a rich source of oral or written medical knowledge. Little is known of the origins of Traditional Medicine, but there is evidence to suggest that indigenous Khmer medicine developed during the Angkor period (9 to 15 century AD). These origins were adapted to local beliefs to create a medical system unique to the ancient Khmers but which has similarities with other Traditional Medicine systems of the region. The opportunity exists to use this knowledge better for primary health care and to improve accessibility to safe and effective treatment.
DRAF TRADITIONAL MEDICINE POLICY I. Introduction • Traditional Medicine forms an important part in prevention, promotion, and treatment aspects of health care in the Kingdom of Cambodia. Because of its long history, many of the population are attached to their own folklore and rely on traditional methods to meet their health care needs. This is especially the case for people who live in rural and remote areas who use medicines available in the localities for the prevention or cure of common diseases, disorders and conditions. The rich tropical biodiversity of Kingdom of Cambodia is a valuable source for natural health products and the Royal Government will promote its full potential.
DRAF TRADITIONAL MEDICINE POLICY I. Introduction • The Royal Government of the Kingdom of Cambodia will support Traditional Medicine and will undertake steps to implement and periodically evaluate its Policy on Traditional Medicine. It supports, where appropriate, the integration of Traditional Medicine with modern medicine and will introduce it into the mainstream of the national health system.

Definitions • Traditional Medicine Traditional medicine is the sum total of knowledge, skills and practices on holistic health care, which is recognised and accepted by the community for its role in the maintenance of health and the treatment of diseases. Traditional medicine is based on theory, beliefs and experiences that are indigenous to different cultures, and that is developed and handed down from generation to generation[1]. • [1] WHO (2000), Development of National Policy on Traditional Medicine, Manila.

Definitions • Traditional Medicine Products Traditional Medicine products are products derived from plant, animal or mineral material with health benefits that contain either single or combined raw or processed ingredients. This definition includes raw, semi-processed or finished products. It excludes materials where the active component has been isolated or synthesised or the processing is not consistent with the traditional paradigm.
DRAF TRADITIONAL MEDICINE POLICY III. Policy Statement on Traditional Medicine • Traditional Medicine shall be an important component of the healthcare system in the Kingdom of Cambodia. It will co-exist with modern medicine and contribute towards enhancing the health and quality of life of all Cambodians. • The Royal Government of the Kingdom of Cambodia will facilitate the implementation of its Traditional Medicine Policy and will put in place provisions that would promote the quality, safety and effectiveness of Traditional Medicine practices and products. • The Traditional Medicine Policy complements the National Policy on Drugs and aims at equity and safety in access to health care regardless of social status or gender.

Vision To help maintain and improve the health of all the people of the Kingdom of Cambodia, with a focus on remote areas and the poorer segment of the population, through access to and rational use of affordable, quality, safe and effective Traditional Medicine practices and products.
DRAF TRADITIONAL MEDICINE POLICY V. Mission The Mission of the Traditional Medicine Policy is to ensure that quality, safe and effective Traditional Medicine practices and products are made available to the people of the Kingdom of Cambodia through the nation’s health care system by: • Establishing and implementing standards for the practice of Traditional Medicine, training and education. • Strengthening, and where necessary, implementing regulations for Traditional Medicine products including manufacture, sale, import, export and distribution. • Supporting research and international cooperation in Traditional Medicine.
DRAF TRADITIONAL MEDICINE POLICY VI. Objectives of Traditional Medicine Policy 1. General Objectives • To promote the proper use of Traditional Medicine particularly in primary health care delivery system. • To declare the Government’s responsibility for implementing and evaluating the Traditional Medicine programme. • To develop, as required, new legislation or expand laws already existing in the country, taking into account the existing international conventions.
DRAF TRADITIONAL MEDICINE POLICY VI. Objectives of Traditional Medicine Policy 1. General Objectives • To regulate Traditional Medicine practitioners, to facilitate the development of a code of ethics/practice for practitioners. • To provide for education and training of practitioners. • To regulate raw materials, semi-finalized and finished products. • To develop acceptable standards of safety and quality. • To develop a list of Traditional Medicine products for inclusion in national essential drug lists and drug kits.
DRAF TRADITIONAL MEDICINE POLICY VI. Objectives of Traditional Medicine Policy 1. General Objectives • To build capacity in Traditional Medicine human resources in order to strengthen expertise of the Royal Government and the private sectors in Traditional Medicine. • To conserve plants and animals (consistent with national and international conventions of biodiversity and endangered species). • To promote and advocate Traditional Medicine through the dissemination of information both within and outside the Royal Government.

General Objectives • To support Traditional Medicine research and development. • To facilitate international technical co-operation and exchange. • To periodically evaluate the implementation of Traditional Medicine Policy and revise if required.

Specific Objectives • Traditional Medicine Practice • To regulate the practice of Traditional Medicine. • To establish a registry for Traditional Medicine practitioners. • To promote the rational use of Traditional Medicine in order to minimise adverse effects. • To promote acceptable practices of Traditional Medicine through the development of codes of practice. • To facilitate Traditional Medicine practice integration into the national health care system.

Specific Objectives • Education and Training • To ensure Traditional Medicine practitioners undergo a formalised system of education and informal training. • To put in place a process for practitioner accreditation. • To ensure modern medicine providers have adequate awareness andknowledge of Traditional Medicine to allow respect and mutual understanding with Traditional Medicine practitioners. • To ensure that dissemination of information and promotion of Traditional Medicine to health professionals and the public are made in a responsible manner and in accordance with existing legislation. • To ensure the general public has appropriate and adequate knowledge of Traditional Medicine to make informed decisions and choices about Traditional Medicine.

Specific Objectives • Raw Materials and Products • To ensure the effective conservation of raw materials with participation of all relevant agencies. • To strengthen control on the collection, manufacture, distribution, import and export of Traditional Medicine products. • To establish a registry for Traditional Medicine finished products. • To register sellers of Traditional Medicine products.

Specific Objectives • Raw Materials and Products • To facilitate the development and protection of intellectual property rights related to Traditional Medicine knowledge, culture and biological resources. • To strengthen the post-market monitoring of Traditional Medicine products, including the reporting of adverse reactions to Traditional Medicine products.

Specific Objectives • Research • To prioritise, encourage, facilitate and conduct scientific research on Traditional Medicine practices and products consistent with national priorities. • To establish methods and technologies for the quality control, safety and efficacy of Traditional Medicine products.

Specific Objectives • National and International Collaboration To support the development of Traditional Medicine in Cambodia through national and international collaboration. • Implementation, Monitoring and Evaluation of Traditional Medicine Policy To periodically evaluate the implementation of Traditional Medicine Policy on health and revise if required.

Strategies The following strategies are proposed to achieve the above objectives. • Practice Traditional Medicine practices will be made safe and effective for the public through the development of professional standards and training that is endorsed by the Ministry of Health. A national database of Traditional Medicine practitioners shall be created. Professional Traditional Medicine associations shall:

Strategies • Education and Training To ensure the quality of education and training in Traditional Medicine, the following strategies are suggested: • Establishment of formalised government and/or private Traditional Medicine training and education, including a Traditional Medicine academic school. • Introduction of continuing training and information sessions for Traditional Medicine practitioners. • In order to instil confidence and enhance cooperation between traditional and modern medicine practitioners should have adequate knowledge of Traditional Medicine through the incorporation of relevant Traditional Medicine knowledge into their formal training

Strategies • Raw Materials and Products To capitalise on the Kingdom of Cambodia's rich biodiversity of Traditional Medicine raw materials the following actions will be undertaken: • A sustainable supply of quality Traditional Medicine raw materials will be made available through the development of a cultivation plan for medicinal plants, a botanical garden, protection of indigenous and natural health resources and technology from unwarranted exploitation, with co-operation from other agencies. • To educate people, including school children, to protect and cultivate Traditional Medicine raw materials.

Strategies • Raw Materials and Products • The development of a comprehensive programme for the standardisation of Traditional Medicine raw materials. • To create a national database of sellers of finished Traditional Medicine products. • To create a bureau for the registration of finished Traditional Medicine products. • Availability of scientific evidence to support efficacy of Traditional Medicine products.

Strategies • Raw Materials and Products • Regular updating and expansion of monographs on medicinal plants of the Kingdom of Cambodia towards the production of a pharmacopoeia for Traditional Medicine. • Development of awareness programmes among manufacturers, distributors and agents of Traditional Medicine products on the importance of disseminating accurate information on Traditional Medicine.
DRAF TRADITIONAL MEDICINE POLICY VII. Strategies • Research A systematic research and development programme, with emphasis on quality, safety and efficacy to facilitate acceptance and integration of Traditional Medicine, will be introduced into the existing health care system. This will include: • A planned and systematic approach to Traditional Medicine research, including laboratory, clinical and manufacture research, shall be adopted. The approach shall include the utilisation of standard protocols and guidelines approved by recognised international organizations such as the World Health Organization, ASEAN, and the European Union relevant to Traditional Medicine.

Strategies • Research • Training personnel in Traditional Medicine research and development shall be made available through structured capacity building activities. • Creating an awareness of issues related to intellectual property rights for the protection of research discoveries on Traditional Medicine shall be developed and implemented.

Strategies • National and International Collaboration To benefit from the increasing development of Traditional Medicine in many parts of the world, there shall be collaboration in sharing information through: • Regional and international collaboration with other Traditional Medicine centres via seminars, workshops, and other activities. • Establishment within the Ministry of Health of a centre to coordinate collaboration for, training, education, product and research development in Traditional Medicine through national and international bodies. • Provision of sponsorships for Traditional Medicine training programs with participation from ASEAN and other countries, NGOs, Traditional Medicine Associations and the private sector.

Strategies • Implementation, Monitoring and Evaluation of Traditional Medicine Policy A timeline and mechanism for monitoring the effectiveness of implementing the Traditional Medicine Policy will be established. The Policy: • Should be reviewed and evaluated not more than five years after initial implementation. • May need to be revised following review and evaluation.
