THE GRANT OBJECTIVE • Address sedimentation and other water quality problems resulting from livestock degrading stream banks. • Establish alternative watering BMP’s, fencing and reestablishing riparian buffers. • Combine other programs to achieve maximum benefit. • Benefit the farmer in the long run with herd control, cut calving losses, social and environmental benefit.
Water Quality Benefit • Reduce sediment, animal waste pollutants and other pollutant loading from cattle ranging in rivers and streams • Stabilize the eroding stream bank areas • Reestablish riparian buffers
GRANT GOALS (Using combined resources)CWMTF,NRCS and NCACS • Provide 40 (43.36) miles of cattle exclusion fencing • Construct 60 (43) stream crossings • Install 200 (276) livestock watering tanks • Install 50 (55/54) wells/pumps • Protecting 20 (93.94) acres of riparian buffers • Monitor annually
GRANT BUDGET Revenues: • CWMTF Grant BMP’s $240,000 • CWMTF Grant Admin. Funds $160,000 • NRCS EQIP/CRP Grant for 3 years $120,000 • NCACS program for BMP’s $120,000 • NCACS program for time staff $ 60,000 • Landowner participation $100,000 • Total $800,000 Cost Share List from the latest NCACS and NRCS. All BMP’s are to NCACSP and NRCS standards.
LANDOWNERSFUNDING OPTIONS Streams Greater than 3-feet wide. • Permanent Conservation Easements At least 30-foot wide setbacks program pays 100% total cost share. • 30-year Protection Agreement At least 50-foot wide setbacks program pays 100% total cost. • 30-year Protection Agreement At least 30-foot wide setbacks program pays 85% total cost. Setbacks are from the top of the nature stream bank.
LANDOWNERSFUNDING OPTIONS Streams Less than 3-feet wide • Permanent Conservation Easements At least 15-foot wide setbacks program pays 100% cost share. • 30-year Protection Agreement At least 15-foot wide setbacks program pays 85% cost share. Setbacks are from the top of the nature stream bank.

PERMANENT EASEMENT • APPLICATION APPROVAL BY THE DISTRICT • LAWYER and SURVEYOR • RECORDED as an ATTACHMENT to the DEED • BMP’s AT 100% • MAINTAINED FOR THE FIRST 10 YEARS • MONITORED ANNUALLY
30 YEAR PROTECTION AGREEMENT • APPLICATION APPROVAL BY THE DISTRICT • 30 YEAR PROTECTION AGREEMENT NOTARIZED AND FILED IN DISTRICT OFFICE • BMP’s 85% and/or 100% • MAINTAINED FOR THE FIRST 10 YEARS • MONITORED ANNUALLY
RESTRICTIONS FOR BOTH • EASEMENT AREA SHALL BE MAINTAINED IN ITS NATURAL, SCENIC, WOODED AND OPEN CONDITION. • RESTRICTED FROM ANY DEVELOPMENT OR USE THAT WOULD IMPAIR OR INTERFERE WITH THE CONSERVATION PURPOSES. • PROHIBITED FROM INDUSTRIAL AND COMMERCIAL, AGRICULTURAL, TIMBER HARVESTING, GRAZING AND HORTICULTURAL, CONTRUCTION, MINERAL USE, DREDGING, DUMPING.
RIGHTS RESERVED • APPROVAL BY THE DISTRICT • RECORDED AS AN ATTACHMENT ARTICLE TO THE EASEMENT or AGREEMENT • CERTAIN RIGHTS TO ENGAGE IN OR PERMIT OTHERS TO ENGAGE IN USES OF THE EASEMENT AREA THAT ARE NOT CONSISTENT WITH THE CONSERVATION EASEMENT. • EXAMPLES: PASSIVE RECREATIONAL USE, PEDESTRIAN TRAFFIC, CANOE ACCESS.
