Evolutionary, yet Robust and Flexible… • Murray Lock and Dam adjacent to I-430 Bridge • Built in 60s primarily for flood control on the Arkansas River, but also to support commercial barge traffic • In 1989, City of North Little Rock added a low head hydroelectric generator at the same facility • In 2006, Big Dam Bridge added over the top of this facility to provide path for pedestrian and bicycle traffic between major recreational parks in Little Rock and North Little Rock • Difficult to imagine, let alone quantify, the value of major infrastructure in initial planning. Robust and flexible plans are critical to future success, but mechanisms/ incentives are necessary for benefits to be realized…
