  2. RABI ASSESMENT – FOODGRAINS * Rabi 2009

  3. KHARIF FOODGRAINS AREA & PRODUCTION (2009 estimates & 2010 targets)

  4. Fertilizer • Assam: 50% shortfall in availability. Against a demand of 3.1 Lakh MT of Fertilizers, 1.55 Lakh MT was available for Rabi. Shortfall expected to continue for Kharif. Acute shortage is expected in NPK Complex (87%), SSP (76%), DAP( 70%).

  5. Fertilizer • Sikkim: No Chemical Fertilizer is used • All other states reported satisfactory status.

  6. Seeds • West Bengal: Huge shortage (95%) of Jute seeds- Demand: 25080 Qtl, Production: 1387.5 Qtl. • All other states reported satisfactory status.

  7. Soil Testing /Fertility Management • Jharkhand: 8 Soil Testing Laboratory functional, another 8 will be ready by April 2010. EOI issued for mobile testing centre. 16 districts are already covered by Soil Map, 60,000 Soil Health Card so far issued.

  8. Soil Testing /Fertility Management • Arunachal Pradesh: 3 STL and 5 MSTL operational. Another 5 MSTL and 300 Soil Testing Kits are needed. • Sikkim: Soil Testing Kits are developed

  9. ISSUES • Arunachal Pradesh: Need for Light Motor Vehicle (LMV) under ATMA Scheme • Assam: 8% reach of Kissan Credit Card • Bihar: • Tractor and Power Tiller – under MMA subsidy need to have bank linkage. Banks are not cooperating- rules to be relaxed. • Seed subsidy amount- Rs. 5 – Rs. 7 in 2009, confirmation whether to continue or not. • Allocation for 2010-2011 under MMA is not yet communicated.

  10. ISSUES • Jharkhand: • Need support by DAC for Micro Irrigation Programme proposal of Rs. 55 Cr • Oil seed has good prospect. Need support for Oil Seed Programme • Organic Farming proposal to be supported. • NFSM for hybrid paddy- PA6444 is most acceptable to farmers- need to be included for subsidy.

  11. ISSUES • Sikkim: • Support Needed for Micro Irrigation and Organic Farming • West Bengal: • Water bodies constructed under NREGA may be allowed to use for irrigation- convergence with RKVY. • Input subsidy to BPL families having small piece of cultivable land can be examined.
