Achievements - Kharif 2006 • Kharif productivity is in increasing trend during last 3 years. • 2004 – 1401kg/ha • 2005 – 1504 kg/ha • 2006 – 1772 kg/ha (Likely) • SRR increased from 6.68 during kharif 2005 (supplemented with 1 lakh minikits) to 7.02 during kharif 2006. • New varieties like Pratikshya, Varsadhan, Saraswati, Hanseswari, Upahar, Naveen, Geetanjali, Ketakijoha, Ajay, Rajalaxmi, introduced through adaptive/ multi-location trials under Work Plan. • 50 F to FFS in operation in 50 selected blocks. • 314 FFS in operation covering all the 314 blocks. • 7118 ha brought under Seed Village Programme.

  15. Achievements - Kharif 2006 • 154 FFS on arhar - IPM module conducted. • 258 storage bins distributed under Save Grain Campaign. • 4000 sprayers sold on subsidy. • 200 sprinkler sets sold on subsidy. • 13,000 minikits distributed.

Constraints • Non-availability of high yielding varieties of green gram and black gram for rice fallows under low temperature condition during rabi resulting low productivity and low SRR. • Non-availability of adequate quantity of certified/ TL seeds of suitable varieties. • Low use of fertiliser. • Horse gram is one of the major pulses in Orissa. But no suitable High Yielding/ Improved variety is available. • The varieties recommended by GoI are not available and no steps have been taken to boost the production of these varieties.

Achievements • Increasing trend in productivity • 2004-05 - 68.60 MT/ha • 2005-06 - 69.12 MT/ha (Likely) • 2006-07 - 73.50 MT/ha (Projection) • Seed production of varieties with high sucrose content covering 560 ha in sugar factory zone with expected yield of 28,000 MT of seed cane. • Popularisation of Pit method of planting in 800 ha in sugar factory zone with expected increase in yield up to 35-40%.

Highlights - 2006-07 • Introduction of Farmer to Farmer Field School (F to FFS) – 10 nos. • Control of Inter-node borer & Top shoot borer through application of bio-agents in 240 ha of demonstration. • Expansion of area from 37,000 ha to 40,000 ha. • Increase in sugarcane crushing by the sugar factories from 4.42 lakh MT to 6.00 lakh MT. • Introduction of Pit hole digger (30) for pit method of planting and hydraulic trailer (200) for cane transportation.

Strategy • Thrust on popularisation of specialised power driven implements like Rotavators, Axial flow thresher, Self propelled paddy transplanter, Post hole digger, Seed-cum-fertiliser drill, Power reaper, Groundnut digger/thresher, Maize sheller etc. • Gender friendly equipments like Weeder, Paddy thresher, Manual transplanter, Winnower, Low lift pumps are popularised to reduce the drudgery. • Small manually operated and bullock drawn implements like plough, thresher, winnower, weeder etc are supplied to meet the demand of small and marginal farmers.

Strengthening of existing facilities in 11 labs. • Establishment of 2 more labs in Dhenkanal and Keonjhar district. • Extending micro-nutrient testing facility. • Implementation of software for recommendation of fertiliser basing on soil test report. • Extending issue of Soil Health Card from 1.20 lakh to 3.30 lakh to cover 9 lakh farm families over a period of 3 years. • Providing 314 soil testing kits covering all the 314 blocks.

Integrated Pest Management • Crop specific training-cum-demonstrations on IPM technology are being implemented for rice, sugarcane, pulses, oilseeds and cotton under CSP schemes. • Usage of bio-agents like Trichogramma sps, Bracon hebator and bio-pesticides like NPV, Btk & Azadirachtin (Neem derivatives) are popularized among the farmers of the State. • Bio-agents are being produced in the Govt. laboratories and sold at a subsidized cost to farmers, institutions & SHGs. Through State budget, the facilities for production of bio-agents are being upgraded this year and 20 Sale Centres are being opened throughout the State for the sale of these bio-agents.

ORGANIC FARMING • 9 districts have been identified to encourage organic farming. • Kandhmal, Mayurbhanj, Keonjhar, Sundargarh, Koraput, Rayagada, Nowarangpur, Kalahandi, Nuapada. • Action Plan for National Project on Organic Farming (2006-07) with financial outlay of Rs.156.05 lakh includes : • Setting up of 12 organic farms. • 10 Trainings of Extension Officers. • 5 Trainings for farmers. • 100 Field Demo on organic inputs & Farmers’ fair. • 50 Field Demo on use of enriched bio-gas slurry. • Establishment of 57 vermi-culture hatcheries.

ISSUES • Popularisation of hybrid rice through minikits. • Groundnut and Pulse minikits specially in view of recent flood. • Adequate quantity of breeder seeds need to be available for multiplication under Seed Village Programme. • Additional funds of Rs.5.57 crore under farm mechanisation. • Shortage of MOP. • Fertiliser transport subsidy from rake point to remote areas to be increased. • Market intervention for Cotton and Oilseeds and development of market yard. • Provision of R&D facility for sugarcane development.

  32. Thrust Initiatives by State Government

  33. Certified seed production level to be enhanced from present 2 lakh to 5 lakh qtl in next 2 years. 2000 GPs will be selected for seed production. This programme aims at increasing the SRR. • For sale of seeds, all the 6234 GPs will be covered over a period of 3 years to provide quality seeds to the farmers within their easy reach. • To extend Soil Testing facility to each block, it is planned to supply 314 soil testing kits to cover all the 314 blocks. • To encourage organic farming, it is proposed to set up 1000 vermi hatchery and compost units in next 3 years.

Training to 1000 farmers in each block will be provided in coming 4 years. • Training to 25 farm womenin each block will be provided on modern farming technology including post-harvest technology. • Krushak Sampark Melais being organised in each block in each crop season (kharif & rabi). 50 farmers including women farmers will be trained through crop seminars and interactions with experts of Agriculture & allied departments. • 6234 Krushak Sathi@ 1 per GPwill be trained to act as contact farmers for promotion of right package of practices and also act as a liaison between the department and farmers of his areas during coming 3 years.

  37. Market Intervention • Cooperation Department extended marketing facility through NAFED. • NAFED directly procured the produce from the farmers. • Quantity - 1200 Qtl. • Rate - Rs.1520 per Qtl • Because of marketing intervention by NAFED, local traders procured at the same rate.
