Knowsley Safeguarding Children’s Board Committed to ensuring all children who are at risk orvictims of CSE are:- • treated as a child who is a victim of abuse, • provided with prompt response to protect and promote their welfare, • provided with joint multi-agency working to prevent abuse and provide children / young people with opportunities and strategies to exit from sexual exploitation, • investigate /contribute to prosecution of those who groom, coerce and abuse children through sexual exploitation.

CSE Process What to do if you suspect that a child is a victim of or at risk of sexual exploitation? • Professionals working with children need to be aware of the indicators of sexual exploitation. • Note any changes in behavior that suggests the child/ young person may be involved in or at risk of involvement in sexual exploitation. • In the early stages take note of children who may show indicators of being groomed.
CSE Process • Be aware of children in sexual relationships that present as consensual but which may be exploitative. • Professionals must share information with others in the child’s network. • It is often only when all information is available that a true picture comes to light. • In some cases the sharing of information may highlight other children who may also be at risk.
CSE Process • All CSE referrals must be made to Children’s Social Care between:- • 9.00 am to 5.00 pm -Monday to Friday • By email to the Multi Agency Safeguarding Hub (MASH) knowsley.mash@knowsley.gcsx.gov.uk • Telephone 0151 443 2600 • At all other times:- • Emergency Duty Team (EDT) acts as first point of contact. • EDT will only respond to emergencies that cannot wait until the next working day. • Telephone 0151 443 2600 or Police on 101.
CSE Process - What do I do? • Packs – CSE1 form & a MARF form • Fill in a MARF form and send it to Knowsley’sMASH via email knowsley.mash@knowsley.gcsx.gov.uk • Phone 0151 443 2600 • Review information and a decision made as to level of risk – Strategy Meeting.
Referral for Children Not Known to CSC All referrals must be referred to the (MASH) Team Complete MARF www.knowsleyscb.org.ukand CSE Form 1 and send to the MASH Team via:Knowsley.mash@knowsley.gcsx.gov.ukTelephone 0151443 2600 • MASH Team assess for child sexual exploitation using the CSE Form 1 and agree actions with Shield CSE Team. CSE 1 to be sent to the Monthly MACSE Meeting Administrator Child at risk of or currently being sexually exploited? YES NO Allocated Social Worker & Shield CSE Team assess urgency of the referral and arrange: • Strategy meeting or • Initiation of Section 47 Child Protection Procedures • MFH Intervention Meeting MASH Team decide outcome either: • Completion of Single Assessment and/or • EIP Service involvement or • Regular processes followed CIN, CP or CLA • MFH Intervention Meeting Knowsley CSE professional lead completes the Pan Merseyside CSE Measurement Tool CSE2 A MACSE Action Plan completed to reduce further risk of CSE Police make Enquiries / Investigate

NO YES • Decision made for Strategy meeting or • Initiate Section 47 Child Protection Procedures • Regular processes followed: • Child in Need • Child Protection or • Child Looked After • Allocated Social Worker works alongside the Knowsley CSE professional lead. • Professional Lead completes the Pan Merseyside CSE Measurement Tool & MACSE Action Plan completed to provide a specialist package of support for the child to reduce further risk of CSE. • Police make Enquiries / Investigate

Barnardos – CSE Process Intensive support to children /young people at risk of or experiencing CSE. Informal, relationship-based approach. Workers caseload of 10. Work is not time-limited. Assessment Create a needs-led support plan. Review outcomes every 3 months
Barnardos – “A’s” Model Access Services that are safe, attractive environment, flexible and responsive. Build a trusting relationship. Support on their own terms. Attention Positive attention to ‘hook’ young people out of unsafe, abusive relationships into safe, positive ones.
Barnardos – “A’s” Model Attention Consistent and persistent attention. Delivered from a trauma-focussed perspectiveAssertive outreach Establishing and maintaining contact via texting, phone and meeting the young person where they feel comfortable. Building trust – doing what we say we will do.
Barnardos – “A’s” Model Advocacy Effective support has to involve a number of agencies including social care, education, health etc. At times it will be necessary to advocate on behalf of the young person with other agencies.
