IOPP CERT 33 CFR 151.19 Ships 400GT or more that engage in voyage to other terminals under the jurisdiction of MARPOL 73/78… Issued by COTP, OCMI, or Class… Valid for 5 years

Oil Pollution • Pumping, piping, and discharge requirements (Non ocean going > 100GT, Oceangoing 100-399GT) - Must have at least one pump installed to discharge - At least one outlet on weather deck to discharge - Does not apply if OWS installed 33 CFR 155.410 & 420
Oily Water Separator Must conform with 33 CFR 155.420 6(b)
Oil Pollution Prevention • Spill containment - For 300- 1600GT vessels constructed after 30JUN74, fixed containment with a min of 21 gal capacity. - See 33 CFR 155.320-b. Most other UTV’s will use 5 gal buckets as spill containment
Oil Transfer Procedures • 33 CFR 155.720 Transfer Procedures - To or from the vessel, also tank to tank - Required 250 bbls (10,500 gals) or more capacity • 33 CFR 155.740 Availability - for inspection by COTP - legibly printed in language understood by personnel - must be posted or available to crew
Oil Transfer Procedures • Records- What must be kept on board? Written record available for inspection by COTP including: - Name of PIC - Date and result of the most recent test inspection of each item 33 CFR 156.170 - Hose information required by 154.500 (e) (f) - DOI 156.150 (f)

Internal Transfer Hose When a internal transfer is conducted without the requirement of a DOI, as per 33 CFR 156.120 and 156.150, then the same hose assembly used is excluded from requirements in 33 CFR 154.500.
Back Pressure Shut Off Nozzle 33 CFR 155.320(b)(3) 33 CFR 154.500(h) If the ship has a fill fitting for which containment is impractical, use an automatic back pressure shut-off nozzle.
Oily Mixture Stowage A US non-oceangoing ship may retain all oily mixtures in the ship’s bilges 33 CFR 155.330 An ocean going ship of less than 400 GT may retain all oily mixtures … in the ship’s bilges 33 CFR 155.350
Draining Oil into Bilge NO person may intentionally drain oil or hazardous material from any source into the bilge of a vessel 33 CFR 155.770

33 CFR 1593 types- MSD’s • Type I- vessels 65’ or less -must be labeled • Type II- any size vessel -must be labeled • Type III- any size vessel - no label- has Y valve • Be aware of No Discharge Zones when checking systems
No Discharge Zones for Vessel Sewage • This applies to all MSD systems • EPA maintains current listing of these zones http://www.epa.gov/owow/oceans/regulatory/vessel_sewage/vsdnozone.html • For example- Buzzards Bay MA, 3 mile territorial limit state of Rhode Island
MSD Type I and II Both use chemicals (Chlorine type tablets) Chemicals MUST be kept onboard for system to be operational, but, CHEMICALS ARE NOT STORED IN MACHINERY SPACE

AIR POLLUTION • MARPOL ANNEX VI • For U.S. vessels of any GT not engaged on International Voyages • The Environmental Protection Agency (EPA) has published regulations in 49 CFR 94 to limit emissions from marine diesel engines manufactured on or after 1/1/2004
AIR POLLUTION • MARPOL ANNEX VI • For U.S. vessels of any GT not engaged on International Voyages • For all 2004 and later model year marine diesel engines, verify that the engine complies with EPA emission regulations as evidenced by the presence of a permanent emission control information label (placard) on the engine

MARPOL VI What are Nox and Sox? Nitrogen Oxides (Nox)- a group of reactive gasses as a result of combustion which result in ground level ozone and fine particulate pollution Sulfur Oxides (Sox)- a group of reactive gasses as a result of combustion which lead to the formation of fine particulate matter in the atmosphere posing significant public health risks
MARPOL VIRegulation 13 Nitrogen oxides (Nox) (New) marine diesel 130 kW (171 hp) and greater (or existing) that undergoes a major conversion after 1/1/2000 Major Conversion is considered replacement substantial modification (per Nox Tech Code 2008) max cont output rating is increased to more than 10%

Current NTVRP Guidance for UTV Examiners For nontank vessels less than 400 GT or 400 ITC do not need to submit a NTVRP. For vessels between 400 - 1600 GT or ITC, the enforcement policy is one of "education and awareness.“” See handout for Interim Enforcement Field Guidance
