Objectives • Describe the role of the House of Delegates (HOD) within CSHP. • Describe the function of Delegates to the HOD. • Explain the CSHP decision-making, strategic planning & policy development process. • Distinguish between the role of the HOD and the Board of Directors (BOD) in these processes. • Detail how members can influence the decisions & actions of the HOD.
The CSHP House of Delegates • Defined in Bylaws, Article VIII. • Charged with the creation & review of professional policy. • Can establish own rules and procedures. • Can approve, modify or disapprove proposals, reports, actions or resolutions. • May make recommendations to BOD.
Why Does CSHP Need Professional Policy? • We can refer to laws and regulations. • We have our own opinions and beliefs. • But CSHP needs an official opinion on matters affecting the profession in order to: • Direct action on matters affecting the profession and CSHP members. • Provide services of value to members. • Guide CSHP in responding to questions from the media, the public & members.
Why Does CSHP Need Professional Policy? • Example—a reporter calls and wants to discuss the use of emergency contraception with CSHP. • We can refer to CSHP professional policy: #2014-08, Emergency Contraception: The California Society of Health-System Pharmacists supports pharmacists’ voluntary involvement in or referral of patients to emergency contraception programs, including evaluation and education of patients and prescribing emergency contraception under established and accepted protocols. • Provides the framework for that discussion. • CSHP’s position is clearly stated.
The CSHP House of Delegates • Meets at CSHP annual meeting (Seminar). • Prepares for annual meeting at Regional Delegate Conferences (RDCs). • Composition—Delegates are seated from: • Affiliate Chapters • Student Chapters • Technician Division • CPhA • Officers and Directors of CSHP • Past Presidents of CSHP
Chair of HOD • Presides over meetings of HOD. • Member of CSHP BOD, Committee on Finance, & Executive Committee. • Elected every three years • May serve two terms (total of six years).
Chair of HOD • Resource to delegates. • Organizes Regional Delegate Conferences. • Appoints Committee on Nominations & Leadership development (CONL). • Board Liaison to CONL. • Convenes & facilitates Open Forum at Seminar. • Orients new delegates to the HOD.
Policy Development Authority to approve Society professional policy proposals shall be vested in the House of Delegates. (2017 CSHP Bylaws Article VIII. Section 10.)

The STP Process • A format for articulating your idea. • Allows for the analysis & development of your idea. • Use it to develop proposals, resolutions, recommendations or new business. • All CSHP business is presented in the STP format.
The STP Process • Useful to: • Analyze problems, by yourself or in a group. • Use in facilitating a problem-solving or planning group. • Format proposals to decision-makers. • Allows for tracking of decisions and policy development.
The STP Process • Situation—what is the current situation? • Refer to bylaws, CSHP policy, ASHP policy, law, regulation, CSHP Strategic Plan. • Has there been previous action on the topic? • What do other organizations do/opine? • Target—what would you like to occur & what do you want to avoid? • Proposal—write the proposal as you see it. • Include who should do what and what it will cost as an estimate (labor and resources).
The STP Process • How to start? • Do some research. As applicable: • Review laws and regulations • Review CSHP Professional Policy • CSHP Board Administrative Policy • CSHP Bylaws • CSHP Strategic Plan • Review ASHP Governing Documents • Professional Best Practices or Standards
An STP Example Proposal: To Create CSHP Professional Policy on ACLS (Advanced Cardiac Life Support) Requirements for Pharmacists Providing Direct Patient Care. Situation: 1.Pharmacist licensure in California currently does not require cardiac life support certification. 2. ASHP recommends in their Guidelines on Emergency Medicine Pharmacist Services that Emergency Medicine Pharmacists attain ACLS or other comparable certification in order to participate on resuscitation teams. 3. Health care professionals with direct patient care responsibilities may need to respond to patient emergencies in the acute care setting. The response may be vital to the survival of the patient. 4.Pharmacists may participate in hospital resuscitation teams.
STP Example Continued… Target: 1. Pharmacists should be fully integrated members of healthcare teams. 2. Pharmacists should actively participate in resuscitation efforts in the acute care setting. 3. Pharmacists with ACLS certification will be more effective members of a resuscitation team. 4. To encourage pharmacists with direct patient care responsibilities to seek ACLS certification.
STP Example Concluded Proposal: 1. That CSHP adopt as professional policy, ACLS (Advanced Cardiac Life Support) for Pharmacists in Direct Patient Care Roles: The California Society of Health-System Pharmacists encourages all pharmacists providing direct patient care in the acute care setting to seek certification in Advanced Cardiac Life Support (ACLS).

Proposals • Items brought to the HOD by the BOD. • May have originated from: • Recommendations (in previous HOD) • Resolutions • The work of committees, councils or task forces (CCTFs) • Formatted as an STP. • Distributed with first (or subsequent) distribution(s) to the HOD. • May be amended prior to coming to the HOD.
Resolutions • Submitted by any two active members: • In STP format on the appropriate form, • Signed, • Received by CSHP 30 days prior to the first meeting of the HOD at the annual meeting (Seminar). • BOD will review & make a recommendation to the HOD. • Will be discussed at RDCs, Open Forum & HOD. • May be amended. • Discussed and voted on at HOD.
Recommendations • A request to address an issue, need or problem. • Made (verbally) by a delegate during the meeting of the HOD. • Must also be submitted on the appropriate form during the meeting. • No debate, discussion or voting will occur in the HOD where presented. • Goes to BOD for further consideration.
New Business • Submitted by any delegate. • Deadline is 5PM prior to the HOD meeting. • Must be on the appropriate form. • When “New Business” is addressed on the agenda, the delegate who submitted the item will read the motion with the background information. • If seconded, the floor is open for discussion and then a vote. • If there is no second, there is no further action. • The BOD will follow-up on the item.
Robert’s Rules of Order • Used when conducting CSHP business. • A guide for conducting meetings. • And making decisions as a group. • Allows for orderly conduction of business.
Action Taken by HOD • 2/3 of the delegates entitled to vote must be present (a quorum). • Each delegate gets one vote. Can be by voice, ballot or show of hands. • Motions are carried by a simple majority vote. • The HOD may: • Approve • Modify or • Disapprove • Items modified or disapproved by the HOD can return to the BOD.
New Since 2014 • Any language changes for proposals at Seminar before the HOD will need to be entered on a computer using “track changes” that will be available for this purpose. • Will facilitate the projection of language changes during the meeting of the HOD.
Caucuses Caucus—a meeting of supporters or members of a specific group • Rooms are available to delegations in order to meet & discuss proposals or issues. • Use the appropriate form to reserve a Caucus Room: • Mail in prior to Seminar or • Contact the CSHP Help Desk once at the meeting.
BOD Accountability to HOD • Upon receiving a proposal, resolution, item of new business or recommendation the BOD will: • Take action to implement, or • Refer to a Council, Committee or Task Force (CCTF) and • Report any final action or outcome at the next meeting of the HOD. • The Chair of HOD assures this is completed.
Delegate Responsibilities • Delegates to the HOD: • Should become familiar with the CSHP policy-making process. • Represent their chapter at the HOD. • Bring issues on behalf of members to the HOD. • Report back to their chapter on issues before the HOD. • Participate in the: • Regional Delegate Conferences (RDC) • Open Forum (at Seminar) • Annual meeting of the HOD

Delegate Materials Sent to delegates in e-mail distributions & posted on web site. • Proposals. • Resolutions (if any). • Meeting time. • Meeting agenda. • Roster of Delegates. • Where to find resources. • Information about RDCs.
Events for Delegates • Regional Delegate Conferences. • Open Forum—a venue to discuss issues before the HOD or other issues that may come before the HOD. • Town Hall—a venue to discuss concerns for the profession. • Awards Ceremony and Reception. • Meeting(s) of the HOD. • Meet the Candidates • CSHP Business Meeting
Regional Delegate Conferences (RDCs) • Held about 5 weeks prior to HOD meeting. • Regional meetings held on the same day. • Board members attend to facilitate discussion. • Required that all delegates attend. • Offers an opportunity to: • Review the materials before the HOD. • Initiate discussion on the issues. • Recommend or think about changes. • Take ideas back to the chapters.
