DLA Logistics Management Standards • DLA Logistics Management Standards (DLMS), Chairs the PM PRC • Pipeline Measurement PRC is responsible for developing and maintaining LMARS to capture and record logistics pipeline business events from business transactions • LMARS provides a reliable and consistent database of information from which the measurement of logistics pipeline segment performance metrics that LRT and CWT may be generated • DLM 4000.25, Volume 6, June 5, 2012, Chapter 4.3.1. • DLA Logistics Management Standards shall: • Submit proposed recommendations for LMARS improvement to the committee members and the OSD Principle Staff Assistant (PSA) • Present issues to the Pipeline Measurement PRC for review and resolution • Where the PRC consensus cannot be obtained, document and present the issues to the OSD PSA for resolution • Report findings and recommendations of evaluations and reviews, to the OSD PSA through the use of standard DLMS configuration management procedures (proposed and approved DLMS changes) • DLM 4000.25, Volume 6, June 5, 2012, Chapter 4.3.3.

Office of the Deputy Assistant Secretary of Defense Supply Chain Integration • Office of the Deputy Assistant Secretary of Defense Supply Chain Integration (ODASD/SCI) • The ODASD/SCI Shall: • Serves as the sponsor for the PM Program, issuing policy guidance and instructions for development, expansion, improvement, and maintenance of Logistics Metrics Analysis Reporting System (LMARS) • Review and approve Pipeline Measurement program plans, priorities, • Schedules, goals, resolve policy and procedural issues where agreement • cannot be obtained within the PM PRC • Ensure DoD senior leaders are advised of initiatives and plans as they are • developed with respect to PM performance data integrity and management • Monitor PRC activity to ensure compliance with policy, instructions and • standards • DLM 4000.25, Volume 6, June 5, 2012, Chapter 4.3.1

DLA Transaction Services & DoD Components • DLA Transaction Services • DLA Transaction Services shall: • Develop and maintain databases, applications, training aids, and tools • required to support LMARS • Implement enhancements/modifications to LMARS documented by DLA • Logistics Management Standards and approved by the PM PRC • Ensure testing and validation of proposed changes to standard data • elements for Pipeline Measurement performance measurement • DLM 4000.25, Volume 6, June 5, 2012, Chapter 4.3.4 • DoD Components • DLA Components Shall: • Furnish agenda items to the Chair, Pipeline Measurement PRC • Identify Component LRT, CWT, and TDD requirements to PM PRC • Develop/submit recommend Proposed DLMS Changes (PDC) to PM PRC • Provide Responses to proposed Approved DLMS Changes (ADC) • within specified timeframes • Present Component position and are authorized to negotiate and see • agreement with PM PRC members to achieve standardization of LMARS • DLM 4000.25, Volume 6, June 5, 2012, Chapter 4.3.5
